For the record, I wish I hadn't made the payment and one day be able to post a victory. It would have been a victory of this forum and not mine (as I had no experience nor any knowledge on handling this).

They always act against residents and have no place in pretty much any residential car park.  All some locations need is a gate.  Other sites need nothing and everyone lives perfectly happily without this threat.  When my student DD was looking for a flat she wouldn't even look at one with a PPC infesting the car park, because she drives and knows the score.

You and your visitors will get more of these because you are their target.

While some tried to help first, and therefore I understand their disappointment in what I decided to do, it's amazing how others are just ok with coming postmortem to just criticize without having helped at all and now I'm apparently guilty of purposely funding some sort of mafia.

You may have said that in jest but ............... 🙁 I'm sure I've read that this comparison has been made (possibly during debates about the new law).

now I'm apparently guilty of purposely funding some sort of mafia.

... we do not know that for certain, but it is possible.  Most people who pay are stupid, but you do not appear to be most people.
You never know how far you can go until you go too far.

For now, I am taking pictures of the car with a copy of the newspaper every morning as I have been warned about other practices I may have to suffer. I'm not sure if the pics will be useful but I want to gather evidence for myself.

Have you been in contact with your landlord?  If so, is he/she on side?.

Yes, he offered to talk to the management company and the PPC to request reconsideration of the charge notice given that I'm a genuine resident.

However, I haven't confirmed if his leasehold agreement requires displaying a permit.

if the landlord can get you a copy of the leasehold to you it will be if use to you, for more than just parking.

  • His lease has no bearing on you, if it is more restrictive.

... provided that there's nothing in the tenancy agreement that references the head lease and any rights and obligations contained therein. (In which case such R&O would need to be explicitly defined and/or a copy of the head lease supplied with the TA). :)
