Oddly enough I have recently had a 2018 ticket resurface from new generation parking; gladrags are chasing me for money  (bore off) having a clear out yesterday and found the original PCN and begging letters which were originally from DCBL and you're right i had to giggle at their attempts of intimidation with their "TV ad!" Printed on the back.

To be continued I don't doubt! Might dig out the gladrags letter to see if I'm paying 2 of these over inflated charges
Covid has caused this desperation from parking companies .... Gladrags now, you can have fun with them, they won't have a clue what is going on,
  • Quick question. I sent my defence to the county court on the 15th of Feb, and I believe DCBL have 28 days to respond? This means that today was their last day. Nothing showing on MCOL and I haven't received anything through the post. Could I assume that they've just slipped up and won't be taking it forward?

When does that 28 days start though?

What you don't know is when the CCBC sent a copy of your Defence to the Claimant.
It follows from that that it is not known when the Claimant has to respond to the CCBC.
Further, we don't know what delays there are in the CCBC that means they don't send you a DQ as promptly as you might like.

Can I suggest that you keep checking your MCOL Claim History and as soon as you see that the CCBC has sent a DQ to you, you are ready to download a DQ, complete it and fire it back to the CCBC, remembering to send a copy to the Claimant of course.

Ahhh, ok. So, I submitted my defence on the last day, so just assumed the 28 days started from then. Am I guaranteed to get a DQ? I think I remember reading that the DQ was normally sent out reasonably promptly which is what has thrown me.

No. Mistakes can and do happen - both in the CCBC and in Royal Mail.

I think I remember reading that the DQ was normally sent out reasonably promptly...
I don't recall reading that anywhere.
  • Hi, I have received few letters recently from DCBL for a parking charge from UKPC that I seemingly got in Feb 2016. Now I have received a 'Final Notice of Debt Recovery' from DCBL, I am in Scotland - is it still true that the 'debt' is statue barred since it has passed the 5-year mark or should I start preparing in case of proceedings? Such as submitting a SAR?

A final notice is not a court claim and is no doubt a try on

UKPC have used DCBL and CST Law to chase very old tickets.  CST have been reported to the Scottish authorities and UKPC are under investigation.  The claim is out of date, expired in Feb.
DCBL may be stupid enough to try a claim but very doubtful.

You now need to involve your MSP/MP on two points ...

1: DCBL have added a fake amount, the amount added above the parking charge
2: DCBL are threatening you with a statute barred debt

It is always being said that the debt still remains but it's only on paper and there is nothing they can do.  NO CCJ as only a court can order that

Just ignore but do complain to your MP of such a poor and unethical practice

Not in Scotland, it no longer exists after 5 years.
Thanks, even better, shame E & W does not do the same
  • Thanks folks, from what I've read so far, they seem to be scraping the barrel with these old 'fines' ! Will get that letter to my MP drafted up
