No meter readings for two years

Well the OP hasn't answered my question regarding the type of meter. With that information we might be able to get a reading from it.

He has details from previous bills - he knows what the consumption was before the display failed, he has his own recordsNever pay on an estimated bill. Always read and understand your bill0

as robin9 said, he’ll have bills from eon where they should have accurate smart meter readings. He should also have a final bill from eon after his first switch. Assuming his smart meter started at 0 he can then work out his average use per month from there.
if he provides these bills to shell and edf he could maybe argue his case as to what his usage should have been if it is wildly inaccurate.0 -
How about the IHD, as mentioned earlier that will give a meter reading as well if it is working...

My smets1 meter IHD stopped working completely when I switched away from the supplier that fitted it.0

In the original post you said the meter was fitted 3 years ago, but the photo shows it wasn't made until 2019, so would have been fitted less than 2 years ago.1

That looks like a L&G E470 SMETS2 electricity meter. The 19 serial number suggests that it was installed in 2019 or later. Are there any lights flashing on the comms hub?0
