did the management co have your vrn on file , is it possible that Mr "terry" (lovable rogue , sorry thinking of terry mccan / minder)

ok could he have sweet talked the office junior , or paid the office manage for the reg keeper of your vrn

No, we were not required to give that information. In any case - we were renting from a housing association, not the estate management itself.
  • ok I will rephrase my question

did the housing assoc have details of your car , either in conjunction with this let or previous lets

but what the hell let terry explain everything to the bpa ico and the dvla , gosh , HE is no longer ,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,

I am confused, normally HAs do their own management.

I was renting from MOAT housing on the Greenwich Peninsular owned by Knight Dragon. Knight Dragon own the land and the private flats whilst Moat housing rented the social housing. The estate management is run by Greenwich Millennium Village.

It's quite complicated I suppose as it's a mixture of private and social but it's hardly relevant as none of them knew my VRN.

The first time my address was given was when I appealed the NTKs, got rejected and won at POPLA. Got more after that and GMV (estate management) had them cancelled then got some more after that, of which they are now chasing.

CCPC must have got my address from somewhere illegally as DVLA say they didn't supply it and I certainly didn't offer it up before the NTKs.

The thread is over 120 posts deep, so I haven't gone scouring back. But did the PPC acquire your data (legitimately) via the DVLA for the very first parking charge?

If so, it's not beyond the reasoning of a one-cell PPC to retain that data for future use.  The intricacies of the law for them are subordinate to moneeeey!
Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

There are several legal ways in which addresses can be obtained.    Here is one

No, DVLA show that only DartCharge requested my details and just the once.

They would need my name. The only information the PPC have is the VRN.

I cannot see in your inital post you stating you went to POPLa , in fact your words were " I had the landowner cancel the invoices as a gesture of good will, they did say they cannot cancel any future invoices.
I subsequently got a couple more as there was nowhere else to park.
I ignored all the threatening letters and eventually got a mortgage, moved and sold the car."

now tell up you appealed to them they sent you a popla code out ,,,,,,,,,,,, as well

at no point on initial post or in god knows how many other posts do you say you appealed to smitt , and he gave you a popla code

let me now take a guess how he got your info , maybe it was your appeal or from popla paperwork

You obviously didn't read the first post.

I supplied the link for the old tickets in my second post. They were all sorted. But they didn't get my address from DVLA for any if them, old or current.

This thread is regarding the last series of tickets but also how they got my address in the first place.

Not once did I give my address to anybody before I got the NTK and to get the NTK they needed to contact DVLA to get the keepers address. They didn't.
