I believe the claimants claim is without merit. I will claim my costs of any defended proceedings to include the cost of and occasioned by court hearings.
Nevertheless, with a view to saving costs and avoiding protracted litigation, I will accept a drop hands settlement. If accepted each party will discontinue these proceedings and bear their own costs.
This offer has settlement value to the claimant, with the opportunity to avoid both an adverse judgement and costs order.
I look forward to hearing from you within 14 days.

Looks ok to me, although I'd give them less time to scratch their rears. Make it 7 days.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Hi All, please see reply to my 'drop hands letter'. An interesting development is the 'free parking bay' mentioned in their reply, nothing on their signs etc. Any advice on this and their reply appreciated......
Thank you for your email. After carefulconsideration of the offer, we regret to inform you that we are not prepared to accept your offer and the charge of £100.00 remains outstanding plus our late payment fee of £60.00, totalling £160.00.
The terms and conditions of use of the car park are that payment must be made, within ten minutes of arrival and cover the entire duration within the car park. The vehicle has been observed within the car park from 12:17:56 to 12:31:51 on the 18/07/2020 (duration 13m 55s) in breach of these terms and conditions of use. Within the photos is a free parking bay which discounts the need to search for a parking space.
You have made an appeal to ARDPark and following this being unsuccessful you then appealed to the Independent Appeals Service and this also found you to be in breach of the terms and conditions of use of the car park. You have claimed to have sent payment, however, that payment was not received. Under the terms and conditions of payment is not received further costs will be added. You have not provided proof of postage or proof of delivery.
Therefore, the charge remains outstanding over two months on and therefore the additional costs, we believe, are justified. As such the full £160.00 remains outstanding.

You might now ask them to explain by what lawful authority they have added a "late payment" fee. They will of course point to the code of practice, which is not a lawful authority rather a set of rules that THEY should abide by and made up by their own boy's club.3
