Just to clarify, one of the areas I'm disputing is the fact that I entered the car park, exited to a non paying car park spot, re-entered and exited again, all within the '10 minute' allowable for obtaining a ticket. The PCN (July 2020) shows only one entry and one exit. CCTV (and ANPR) would show 2 entries and exits that's why I asked for CCTV images.

But they don't have CCTV despite the sign. If a PPC is using ANPR, they have no CCTV.
You should be emailing their Data Protection Officer and telling them about the double visit and demanding that the DPO checks ALL images where the car was captured that day and realises that the PCN was issued in error, due to the middle images the system has ignored (a standard ANPR flaw).PRIVATE 'PCN'? Thanks again Coupon-mad. I found a similar case to mine via Parking Prankster and looks like the ANPR images being ignored is a breach of the DPA, though that was pre 2018 DPA so not sure if it still does. When I appealed to PPC and then IAS pointing out the 2 'ins and outs' of car park they still refused appeal.1

They probably forgot to pay their subs.
Although only incorporated in 2018, their website shows a logo from well before that time - the Independent Parking Committee.3 -
On the 'Wayback Machine' they were still listed on 29/09/20, but looking back to 13/05/20 it shows their joining/enrolment date as 6th July 2018, which suggests their renewal date might have been 5th July 2020.Given COVID and reduced income, it's a possibility that they did not renew on this date (but continued milking the DVLA database). As the OP's PCN is after that date (18th July 2020), I'd be asking the DVLA when their database was accessed and for them to check with the IPC whether ArdPark were still IPC AOS members on that date.If not, duck once the fan is switched on!Please note, we are not a legal advice forum. Got a reply today from PPC stating that they have checked ANPR log for the day and the only images on the day are the ones sent on PCN, therefore they stand by issue of charge.
I'm awaiting reply from DVLA on other point.1
