    I have asked many people if they are aware of this consultation and nobody has.

    It is a public consultation but how do the public know about it

    I started working on my responses over a week ago with an initial surge of enthusiasm, then dipped in and out occasionally on some subsequent days, but given the weather today I've devoted most of my time to completing the task. I've finished the main body of the document now, but have still to go through the Annexes. My eyes are aching as well as my brain (and, a la Brown Trout above, me balls too!).  I've also completed the Enforcement consultation. I'm done!

    Still got a little over a week to do the Annexes and any final tidying up. Whether any of my (informed) comments will count for much remains to be seen, but if they are not, what chance the comments of an uninformed contributor?  I cannot see anyone other than the stalwarts dedicating the time and effort to comprehensively contribute to this. And the numerical evidence exposed by @Le_Kirk seems to bear this out. 

    All that said, even if the draft stands in its current state, PPC limbs are being manacled.

    I'd like to see a document showing all the responses section by section in a full landscape window rather than clicking on each individual comment, then scrolling down a 1"x1" mini window.  Does anyone have a fix?

    It is a ballache, but hopefully that is why only a few parking scammers have made comments. 
    As already mentioned, it will have a big effect in its current form even if none of our suggestions are included.
    One of the biggest changes will be if the Single Appeals system is available for up to one year.

    I've given everything a good going over and have commented on over half of the points. If you see a single comment against a section, chances are that it is mine.
    My Lovely Cousin has done a similar job, but now my disabled Uncle/FiL is giving the main thrust of his attention to disabled/blue badge parking. We've all given ANPR a hammering because it can't measure anything other than time on site. It's only valid use is where it is linked to a keypad so that permissions/concessions can be approved for parking such as hotel guests, or use of medical practices. Even then then we've hammered the fact that if ANPR is linked to a keypad, technology exists to eliminate most keying errors.
    My Uncle/Fil has made the valid point about cameras that an image of a moving vehicle can't be used as evidence to issue anything to do with parking, since a moving vehicle isn't parked. 

    I am concerned about the definition of a landowner, which the PAS has stated is the legal occupier. Since this could be a PPC, it is totally wrong and needs a lot more comments that a landowner can only be the entity (person, company etcetera) that owns the land.
    I've also concentrated on the references to written authority, permission, and contracts, that this must only be with the landowner or the landowner's knowledge.

    Just a reminder to read the COVER LETTER before going to comment on the Annexes, otherwise some important exemptions that are hidden in a question on the cover letter will be missed.  And of course add more exemption suggestions if you have them.

    I am still wading though the first part of the consultation. Many of the questions seem similar. I think that they have made it unduly onerous. 

    Is it possible to bring up the questions that a poster has answered without having to keep scrolling through it? I have now answered about two thirds. Some I will not be answering but some I may take a further look at.

    I have to put my hands up and say that I have cribbed a couple of comments.  I did agree with the comments but I am not that well up on the technicalities of ANPR.

    There definitely looks as if there are some pro private parking company comments. If you are not displaying a blue badge - jog on.

    I do think that a landowner should be able to pull out of a contract with a PPC if their business is being affected by the over zealous actions of the PPC. They should also be able to cancel a parking charge without having to pay a fee.

    All four of my immediate family have submitted their thoughts, but I am still shocked that the total number of people who have commented is probably only in double digits when there are millions of motorists in the country. To me it looks as if only a fraction of the regulars here have actually commented, and possibly only a fraction of pepipoo members as well. I just don't understand why there aren't hundreds, let alone thousands of comments being made about many of the subjects.
    I do admit that some sections are perfectly reasonable and the number of comments against them is zero, which means whoever produced the PAS got that part right. What worries me is that a lot of the sections that I think are obviously wrong have barely been touched.

    I was expecting hundreds and hundreds of comments condemning ANPR, but last time I looked it was about twelve in total.

    This is a complicated consultation. It's far more complex than Brexit.

    Whereas this consultation requires a lot of thought; it's complicated, it's time consuming, it's not user friendly, but it is important.

    Like Ms Belly, I have cribbed ideas from other comments, and I see a few people have cribbed a few of mine, but that's all good.

    We need to be rational as well as logical. I notice that there are a handful of comments from obvious scammers. Some of the comments are actually fair, and I have mirrored those comments with mine. I have also taken a scammers comment and used their own logic against them.
    The only thing that does encourage me is that the number of scammers comments is minute compared with the numbers from Joe and Josephine public.
