After a lengthy and very helpful e-mail exchange with one of the BSI Subscription Support Advisers, I can now see that the total number of submissions is (as of today at 10.50) 438. Once you press the button to submit your own comments they do disappear from view as User Saved Comments BUT then become one of the PUBLIC comments. Why the help page didn't actually say that, I don't know. Maybe because it was written by someone who knows how to use it and wasn't tested by a non-expert - well it has been now!3

Thanks for that, but it is as I feared. Only about a dozen people at the most have commented on any one particular point.
On the up side, I could only see a couple of comments supporting the scammers; one complaining that the ADR Act shouldn't apply because it means second stage appeals would be available for a year, and one saying that display of a blue badge must be mandatory.
What sad, disgusting people. Other opinions are available.

You have to be logged in, then click on any of the sections. Any sections that have a number against them means comments have been submitted.
Scroll down the page but not down the inner contents section, and you will see the comments at the bottom. Below that are two sections for comments and suggestions/changes.I married my cousin. you need to register or log in. Then click on the "Read Draft and Comment" box, this opens up a table of contents on the left hand side, if you click on the contents you can see the relevant section open up and you can then click on Add/View comments.2 -

Unlike most consultations, where you only get to tick boxes 1 - 5 for 'strongly agree' to 'strongly disagree', this one allows you to insert free text comments, and suggest alternative wording for each clause.
I suggest the way to approach it, is to print out the draft, making a note of those clauses which need rewording, and why. Put all your notes, including your suggested alternative wording, into a Word document, then when you've captured them all, go to the response page and cut and paste your text into the relevant response sections, not forgetting to hit 'submit' for each clause.
It does take a bit of time, but then so does answering the same inane questions that get posted on this forum on a daily basis, and if the end result is a private parking regime that issues fewer tickets at lower values, all with 50% discount, a fairer appeals process and far fewer court cases, it will all have been worth it.
I have been providing assistance, including Lay Representation at Court hearings (current score: won 57, lost 14), to defendants in parking cases for over 5 years. I have an LLB (Hons) degree, and have a Graduate Diploma in Civil Litigation from CILEx. However, any advice given on these forums by me is NOT formal legal advice, and I accept no liability for its accuracy.6 -
It is a ball ache but as @bargepole states, it will be worth it. I have spent three to four days on and off reading, making notes and then coming back to enter comments and finally coming back to submit each comment separately. I am surprised at the low number of comments - 486 as I type - and if you say each person does 10 comments that's fewer than 50 people! Surely that cannot be correct, given the number of regulars, the number of posters who've stated their intentions to complete it and the number of posters who've said they've done it. With the amount of publicity that @Coupon-mad has put about almost every new thread and every thread where posters have reported a success posters have been urged to contribute. Still, when @Coupon-mad puts her ten pen'orth in, the number of comments will shoot up!
