Am I doing something wrong?

Some sections have no comments, some have one or two comments, and the most I have seen for any section is nine comments.
Surely more than nine people have looked at and commented on the PAS. No matter what I select as a filter, I cannot see more than a handful of other people's comments.
Am I doing something wrong? Are there more comments than the ones I have found or have only a handful of people submitted comments so far.?

I have spent several hours over the weekend commenting and saving but not yet submitting them. In case anyone - like me - did not keep a record of the saved comments para numbers they can be easily found as follows:-5.4.3 Returning to a saved commentYou can choose to leave the View comments section at any time andreturn later. You can see an (*) asterisk on the table of contents,highlighting that there is a saved comment.To return to your saved comment click on the clause with the asteriskor scroll through the document to reach the relevant clause.Click on the corresponding ‘Add/View comments’ link and scroll to the‘View comments’ section.In the ‘View comments’ section and under the action column on theright-hand side you have the option to ‘Review/Submit’ the comment or‘Discard’ it.Once submitted, the asterisk (*) indicating a saved comment in thecontent table will disappear.

I concur with @Fruitcake, I'm working my way through. I'm trying not to feel I have to comment against each and every paragraph (but with some difficulty!). It's not very easy to read other comments scrolling down via little more than a 1"x 1" window.
I have to say that I've not read any comments (as of yesterday) that have obvious PPC fingerprints over them.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Once you have submitted your comments (either direct or via saved comment that is then reviewed and submitted) it disappears from the document. Presumably commenters have no done this and so few comments are available to view. This worried me at first until I worked it out and had to go back and individually review and submit ALL my comments. To my mind it is a poor system and would have been better to have induvial accounts (I thought mine was) where you save your comments and then, once satisfied with them, press a big red SUBMIT button and it takes them all.4

Either, loads of people have commented but the system isn't showing them, or only a handful of people have actually left comments.
I have only seen one comment that has perhaps come from a PPC which also makes me suspicious. I would have thought the PAS would be flooded with hundreds of scammers comments.
I wonder if the scammers are not allowed to comment since this is a public consultation, not a commercial one. Even if that were the case though, I would have expected to see comments in favour of the PPCs purporting to be from members of the public.

There are several comments that appear to have been added on Saturday and yesterday but not yet submitted. Fortunately I have covered most of what was said anyway. I hope the commenter(s) have not gone away thinking they have done all they need to do. It does say on the document that you can see other comments and that your comments will be visible (I only looked for that after @Coupon-mad pointed it out to me.)

The Government is consulting for just a few more days, about a new statutory code of practice (CoP) and framework to rein in the rogue parking firms. Read and comment on the draft CoP proposal and the enforcement framework consultation, and get everyone you know to do the same.
You will need to register then log in, to comment on the CoP and enter an occupation even if you are retired or a homemaker. Submit comments as soon as you are happy with them.https://standardsdevelopment.bsigroup.com/projects/2020-00193#/section
You do not need to register to comment on the enforcement framework which can be found here. It has a link on page 5 to make comments.

1. Read the cover letter
2. Read the cover letter again and note the suggested extra questions...and if you agree that, say, the 'loading/unloading and dropping off, asking for directions, and disabled people parking on double yellows as they can on street' activities listed should be exempt (not parking events, what do you think?) then please go to the Annexes at the end of the PAS Code and find the one about Exempt Vehicles and state what other activity you think should be added to the exempt list.
If you do nothing else, please comment on:
- the amount of the parking charge levels
- the annexes at the end of the PAS (reading through the whole thing takes hours so if you have nothing to say about the definitions, for example, then skip to more vital points and the annex tables at the end.
- the bit about debt collectors and whether you think PPCs should be allowed to add 'costs' a second time, for the letters that are already within the rationale of the 'parking charge' sum...hmmm...
Responses into the PAS 232 and MHCLG framework documents are not completely straightforward:On the MHCLG response, you have to answer the questions on a 1-5 scale from strongly agree to strongly disagree, and then put some commentary. No way to upload documents or alternatives but this doesn't take long.
On the PAS 232, you have to click on each clause and sub-clause to put your comments, and a suggested rewording of their draft. You can see comments which other people have written! But, when you click ‘submit’, a message pops up to say your comments have been received, but that only applies to the particular clause you have just addressed.
You have to go back up and find the next section, then the next...
You have to click ‘submit’ separately for each individual clause response. Some people will be caught out by this but can revisit it and add further responses up to 12 October.
Things to think about:
A Speeding fine is £100. A Local Authority lower rate parking penalty is £50. Which do you think a private PCN should be like or do you think it should be something different?
Do you think if all payment methods are not functioning that PPC can 'fine' you?Do you think the examples mentioned in the cover letter are right and need adding to the Annex?

I have commented on some sections but not yet finished or submitted. Many people have said that they will comment. Perhaps they are leaving it until the last minute not realising that it takes quite a while to complete. They don't need to comment on every section.
