I don’t think EHU have the power to fine anyone do they? Don’t they just liaise with the company/OFGEM on your behalf? All shall be well, and all shall be well, and all manner of things shall be well.
Pedant alert - it's could have, not could of.1 -
Don't put too much faith in the EHU , all they did for me was tell me it looked like i had a faulty meter and got my energy company to ring me and give me energy saving advice ! After that I was left to go to the ombudsman and EHU wanted nothing more to do with it !1

You may only get about £30 compo! It probably won’t be much more than that but you may get about £150!Bearing in mind future prices will increase to pay for it.Be happy, it's the greatest wealth0

I have the sixth appointment to fit a replacement meter a week tomorrow - but I am not holding out much hope for them to carry out the work!!I bet that they arrive with a smart meter rather than a dumb meter (as promised)0

OK They actually fitted a dumb meter as requested yesterday - but the "DATE OF LAST READING" on-line is shown as 13 Nov 1902 - how do I input a meter reading when the date is clearly 118 years early (will they try to charge me for 1416 months meter rental at 32.29 p per day adds up to almost £14,000 !!)No sign of any communication yet - from "Complaints" - sp's twitter team "promised" that complaints would be in contact with me today !I will be moving to Octopus as soon as sp pay this years WHD !1

My last meter exchange in 2015 took several weeks to update on EON's systems -and that was in a "quiet " time!!0 -

And even worse - my on-line account - now shows a meter reading on Monday as being 00000 - rather than 09250 - so if I input a correct reading in a few weeks - it will mean that sp try to charge me for an extra 9250 units or overcharge me by almost £1400 !They have the meter number down correctly - but the replacement meter was obviously not new and came with considerable readings already on it !0
