ParkingEye PCN - 1 hour max stay Service Station

I have received a letter for a parking charge notice from ParkingEye wanting £100. Screenshot of said PCN attached.
The driver had met a friend in Wigan and decided to grab a for a coffee in Starbucks. I must admit that it is common for service stations to have parking cameras but assumed a reasonable max time would be in place for one with a sit in Starbucks, so the sign was not observed upon entering.
The letter was found in my letterbox today, 14th September. The stay time was 1 hour 10 minutes and the max permitted time is 1 hour.
Any advice would be appreciated on this as I feel it's a bit harsh for such a short-stay? Screenshots attached.
Many thanks

You seem to have missed or ignored the newbies FAQ sticky thread near the top of the forum , in announcements , usually the second thread down
Do plan A , then decide if you are appealing it , or not , based upon what you read , including section 13 of the BPA CoP0 -
That is the reminder, not the first PCN that would (should) have been posted a week or so earlier.
So we can't tell you if the PCN was POFA-based, and can hold a keeper liable. And no, it doesn't make it void if the first PCN never arrived.
You know what Plan A is and it's not appeal first. The NEWBIES thread is at the top of the forum to stop us having to repeat all this. Please now make a real difference - A TASK FOR SEPTEMBER.
The Government is (this month only) consulting about a new statutory code of practice (CoP) and framework to rein in the rogue parking firms. Read and comment on the draft CoP proposal and the enforcement framework consultation, and get everyone you know to do the same.
You will need to register to comment on the CoP and enter an occupation even if you are retired or a homemaker, but otherwise it is easy to navigate, and comment upon each section/subsection individually. You can save comments to edit later and or submit comments once you are happy with them.

You do not need to register to comment on the enforcement framework which can be found here. It has a link on page 5 to make comments.

At the very least, we say the parking charge level should be £50/£25 or higher level £70/£35, as per Council PCNs in E&W.
And we say the added fake 'debt recovery' costs are just double counting the cost of letters, and MUST GO because that is unfair and illegal.
Please be heard. You can bet the hundreds of PPCs will be commenting. No apologies for repeating this vital 'call for action' to consumers, on every thread this month!
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I will exhaust the options in Plan A but don't use social media so had to create some accounts. I have also contacted the Starbucks customer service team.
I did not come across a reminder letter prior to this but I will have another look. Thanks1 -
This one you posted is the reminder letter , it says so
It's the original NTK PCN that you are looking for , not any reminders
Do not miss your appeal deadline of 28 days after the first letter issue date (not the one you posted)

A great many PE PCNs are for £70 but their signs are, imo, not fit for purpose, read this,
https://forums.moneysavingexpert.com/discussion/5972164/parking-eye-signs-oxford-road-readingNine times out of ten these tickets are scams, so consider complaining to your MP., it can cause the scammer extra costs, and in some cases, cancellation.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up later this year,
Just as the clampers were finally closed down, so hopefully will many of these companies, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

That is a POFA PCN then.
Clearly your POPLA appeal, when you get to that stage, will be about grace periods, like all the rest like this.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I complained via Twitter and Starbucks have asked me to screenshot the parking fine and they are contacting the store management to help.
Will keep the thread updated.3 -
Sounds promising. Make sure (please) that your voice is added to the consumer comments, call for parking charges never to be £100 on private land and stopping the pathetic excuses for PCNs the sharks currently use.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
