If its asking about income, that sounds like a LBC. What deadline have they given?

No LBC yet, but BWL offering me affordable installments (haha) and want to know about my income (!)
HAHA, they always do, they don't want to go to court either because it could increase their loss rate

I am sure a standard letter, asking me to contact them using webchat via their Customer Portal, offering me pre-approved instalment package of £15/m. Deadline was 15th Oct 2020. No mention of LBC anywhere.

........ but, notwithstanding that it gave you until 15 October as a deadline, was that thirty days from receipt of letter, does it mention thirty days, did it contain financial forms for your to fill in?  You don't fill them in BTW.  If it did it is a LBC if not, it is a debt collector letter.

It does sound like a LBC. They usually have income and expenditure forms with them. The usual way to deal with an LBC is to send a rebuttal letter denying the debt.  You could always send a rebuttal letter. There are plenty of examples.

£15.00 per month sounds like desperation for cash flow. There are bound to be liquidity issues before too long.

I would email Gemma Dorans at the BPA and forward the reply you got from the BPA back in the Spring, plus the (original and up to date) photos of the obscured sign, to show the problem has not been addressed.  Ask if the BPA thinks it is acceptable that one of their members has allowed a sign to get so overgrown, and is it normal for the BPA to let a firm get away with this and not respond to a complaint by a member of the public in a timely fashion.

Copy in your MP as well but here is Gemma's email:

Thank you for the email address. I had actually written to BPA today asking them for the email address for their Head of Operations and was going to send him images of the obscured sign.
with regards to BWL, Def not LBC letter as there are no forms to fill in, just debt recovery type letter
