If the pub is part of a chain, email the CEO with the complaint.  

But keep persevering with the landlord too.  Do they live on the premises do you think?  I'd be inclined to send them a letter if so but then they probably are looking at their emails - they must be bored rigid unless they're off picking spinach.

Does the pub have a website, Facebook page, etc.,  or is mentioned in good pub/real ale sites?  Sometimes an poor review can result in the charge being cancelled.

Letter to landowner on its way, via snail mail.
Have also asked PPC to provide me with evidence of written authority from landowner in the form of an unredacted contract (to see if a genuine shopper clause exists), although reading previous forums, this request is unlikely to be granted.

Interestingly another tripadvisor reviewer experienced  exactly the same thing. However he appears to have succumbed and paid up!

I suggest you use their own words and state that since their pictures are not of the actual site, PP have sympathetically choreographed their images thus creating false instruments. Remind them that the BPA has advised them that their signage is inadequate and they have been instructed to change them.
Should this go to court you will inform the judge of their duplicity and double standards. 

Complain again to the BPA. Despite lockdown, the (external at least) signs could have been improved/changed by a single person applying social distancing.

I suspect they meant "sympathetically photographed" and the nasty unscrupulous spill chucker changed it!
