Shih Tzu puppy now walking fine

Sorry if this is the wrong section but I couldn't find a vet section. Basically we have two 5 week old Shih Tzu puppies. But one of them is walking better than the other. The one that isnt walking very well seems weak on her back legs.
We have a xray booked in for Thursday but I just wondered if anyone might know what it is. My personal feeling is she hasent developed the art of walking as well as the other one. They are identical weight so its not like the problem one is over weight. 
I will say they have different personalities, the one walking is feisty, and the other layed back and sleeps a lot. 
The vets are charging £216 just for an xray. Are we over reacting? Or could there be something more serious?

    At 5 weeks old they shouldn't be away from their Mother !!!

    They are both still with mother. We just find it odd how one is behind. Or seems weak on her back legs.

    So you own the mother?

    Did you not take the pups into the vets when they were born for a check up?

    My partner owns the mother, and yes they were born at a vets and checked over there. The mother was losing contractions so we needed to let the vets help. But the puppies were given a clean bill of health then as new borns. 
    Then we took them both to be weighed to establish the worming dosage, and asked them to check over the one which seems lazy to walk, or weak on the back legs,  so they suggested a xray. 
    Thats as far as we are with it at the moment.

    If the vet has already seen is and has recommended an X-ray, then I suggest you go ahead and follow the Vets expert opinion rather then a bunch of strangers on the internet

    Yes X-rays are expensive and if the pup is poorly and needs further investigation and treatment, you could possibly looking at huge figures. I take it they weren't insured at birth?
