After the last dozen or so posts, why are you still thinking about court?

If you aren't coming to the UK again, why not ignore everything?

You are more likely to see VCS discontinue once they realise you are in Germany.

Or a telephone hearing which needs no-one to represent you.

Or get it heard on the papers by telling the court you live in Germany and can't believe the English courts are about to say that VCS can have a 3 figure sum for stopping to get fuel at a petrol pump when in England.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Ignore it?Court?i can not to,old fashion man i am.Also i work for military forces and any convictions or lost cases could have negative impact for me.As follows your advice, going to call them on Monday to cancel M hearing. If i can ,fine. If not have to go through it.Any way will keep all of you updated.Regarding dropping a case by VCS cause i`am in Germany-it all make sense ,why M service has been offered first.

    You're joking aren't you?

How will allowing the UK courts to do what they want, affect anyone who never comes to the UK?

Mr. Trump has not yet annexed the UK to his empire.

This is why you need to follow the advice here.
Write to the DPO (Data Protection Office) of the parking company and solicitors telling them your current address in Germany. The DPO's email address can be found on the privacy page of each company. You could even include a copy of your (presumably) German passport, but obscure the photo, to prove you are a German citizen.

If you ever get a court claim you can use this to show the court that you are not a resident of the UK and the UK court has no jurisdiction in your country.

When you cancel the mediation hearing, do it by email and again state your permanent address is in Germany. You must tell everyone whom you contact that you are not a UK citizen, you do not live in the UK, you were only visiting at the time of the alleged event, you do not have this law in Germany and do not understand the process of appeals or court.
Do ask for a translator at every opportunity.
Do supply a German telephone number and address. (The address doesn't have to be one where you are living, but one where you can conveniently be contacted. This is called an address for service (of documents)).
