    OP - download form N180 and fill it out, and emai lit to the court and solicitor. Its an editable PDF.
    DP  again, all those seem to be "leaving site" issues, not "no return" issues. While thinking outside the box is a requirement for my job - you seem to not understand the real role of auditors - it also requires an attention to detail that may be lacking in the FCO side of things, and noticing that none of your exampels have anything whatsoever to do with the OPs situation.

    If a different driver entered the car park the second time, then say so. Obviously you must not tell porkies, but you could put the scammers/scamlicitors to strict proof that it wasn't a different driver.

    If other people have access to the car then say so. This could include more than one named driver on insurance, family members or friends, etcetera.

    I would also check with the council to see what the original parking restrictions/allowances were when planning permission was granted. It is not unknown for scammers to arbitrarily change or reduce them.
    Check to see if there was a return restriction at all, and if there was then see if has been changed from the original.
    Also check to see if planning permission was obtained for ANPR scameras, and advertising consent was approved for signs.
    Complain to the council if any planning restrictions were breached.

    I will contact the council re planning permission. I have already contacted the local MP,  he is well aware of the problems with the car park and the problem overall.   In his reply he more or less stated that the council are aware of all the complaints but are burying their heads. Not helpful really.

    Indeed, my mistake.

    However no return claims can fall foul of human rights issues.  For instance,  you left your  wallet in the shop, you forgot to buy mild, and as FC points out, two different drivers, same vehicle.  I am sure that Tesco would have no problem wit you visiting twice, so why dose the PPC?  .  
    You never know how far you can go until you go too far.

    Does it matter if I wait for the postal DQ to arrive rather than fill out an online version ( which I will juuuuuust about manage to do and would rather do a paper version to be sure !) ?  I dont have access to a laptop and would be using my phone.
    Also, I note that on the DQ Gladstones have sent me they have only put their name and address, no email or phone number - is this allowed ?  Would I have to give all my details or can I withold email and phone number on the DQ I have to send to Gladstones ?
    On the question about any dates they cannot attend, they say yes and   ' refer to cover email ' . I know Gladstones like to mislead etc but can they put this on a posted DQ to me and will have emailed another version to the court ??

    You have a choice
    Wait for the postal N180, which right now means relying on a less reliable post,
    OR
    Simply fill out and email a form. GIven you need to send to the claimant AND the court, the PDf is easier because you can jsut email it, as opposed to scanning a paper copy to email. 
    Yes, of course that is allowed. Only an address is required

    Yes, because really, the DQ from them is completely irrelevant. As a consumer, YOUR choice of court is what matters.

    I have been thinking outside of the box as previously suggested ! 
    Does / should the PPC have permission to send keeper info onto a third party/ solicitor ?  How could this be checked if need be ?

    Should ANPR cameras be checked at regular intervals to ensure correct date and time will appear on all photographs taken ? Can the PPC be put to strict proof that this is done and prove this covers the day in question ? 

    When a PCN is given does all photo evidence have to be given on that one notice,  including photo evidence of the signage they say the PCN refers to ?

    Yes - if by 'third party' you mean a debt collector. Definitely yes to a solicitor acting for the PPC.

    No - there are no rules.

    No, but they should provide them to you and the court in their Witness Statement if it gets that far.
