The problem is most certainly the power supply. Did you follow the advice given to check the relevant pin is making contact?
If that is the issue there may be no need to change the adaptor.
If it is not, there is something else you can do to bypass the annoying DELL action and that is to utilise the program to which I linked earlier; ThrottleStop.https://www.youtube.com/watch?v=zz2-JJdARwo
or there may be an option via the BIOS to disable the CPU Throttling.
Here are photos of it. I will have another look tomorrow at this - need to rest a bit more.
Even if I have wasted money on another machine etc - I can't complain that much my job is not affected (I hope) and neither is my wife - I have friends who are losing £1K per month because of this!!!

The "pin" they're referring to is the pin in the circular connector not the plug.
