Has it been mentioned before on this forum?
Is there any sign at the car park that tells you the land owner?
Is the car park in Havant Borough Council's area? If so, there is an spreadsheet on their website listing all the properties for which business rates are payable and who pays them - https://www.havant.gov.uk/business-rates-full-listing-january-2020-xls-405-kb

I have found the owner of the car park thanks to @KeithP - it is;
Owner - C/O BDO LLP, 3 Hardman Street, Spinningfields, Manchester, M3 3ATAddress - CAR SPACES 20-25 RAEBARN HOUSE CURZON ROAD WATERLOOVILLE HANTS PO7 7NS
I have also now received another letter from BW Legal, playing on the COVID situation offering a 20% reduction due to the impact of COVID financially on people. And also offering a payment plan of £10 a month. I have ignored this letter and waiting for the next steps. Anything you would recommend to do with this?0 -

But the whole point of you looking at that Havant BC spreadsheet was to find out who pays the non-domestic rates.
You found that to be:Owner - C/O BDO LLP, 3 Hardman Street, Spinningfields, Manchester, M3 3ATWrite to them. They are almost certainly the people who hired the parking company.

Come on, if BWLegal thought they could win, they would not offer discounts. Stinks of typical double glazing tactics to clinch the deal
Now, why don't you finally see them off. STEP BY STEP, ask them what legal authority they have to add unlawful amounts. .... the £60. Then see what rubbish they write back with (it will be rubbish).
