CEL Letter before action

Hi all, I have had no further news from CEL. They advised my appeal was successful on their screen and were to confirm in writing within 14 days. That's coming up a month ago, no letter and the PC is still showing as live outstanding on their website. While I have spare time, I have been looking at google earth images on the land where the car picked up the PCN. It's very clear that signage is woeful and parking bays are barely marked out anyway. I have tried the business retailer and the land owner, neither are interested. My next step in stopping this is another appeal with photos showing the state of the site and how it's so unclear if you are parking in a charged area or not. Would you advise I take this to them or just sit and wait to see if they take it further? I have received a LBC, they sent me some detail before I submitted an SAR and that detail falls well short of what I have gone back and asked for. Like I say, most of us have some time on our hands, and I'd prefer to get this sorted sooner than later. With the timelines they work with it appears they hold all the cards when this moves or doesn't. The land is owned by the Harbour Commissioners, who are happy with the signage and layout. Thanks all, any advice is most welcome.

Would you advise I just sit and wait for them to decide if they will go to court? Or can I play it now and ask them where their letter of confirming the appeal was successful is?

Yes, I have emailed them a few times to chase that, but they choose to ignore it. Not sure if I should just post a whole load of pics together with the appeal notice, and show them how the land actually looks?

No, because they told you the appeal was 'successful'!
That's coming up a month ago, no letter and the PC is still showing as live outstanding on their website.
Wait till day 35 then report them to the BPA using the 'complain about an AOS member' and show that screenshot and ask the BPA, why have CEL confirmed unequivocally that the appeal was successful (no ambiguity there) yet have not cancelled it on the system and erased your data?  Say that it looks as though they are going to do a U turn and reject the appeal they already said was successful.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
