It's already been identified on this thread that the RS200 (or RS300) has no increase this
time and will remain at 4 and 6% respectively.0 -

Re. Penrith BS, is there any detailed information about what "Heartland" areas are eligible to open accounts; maybe a list of postcodes? Want to know if "Lancashire" might cover the ceremonial county, ie. include Manchester....0

No harm in trying although I suspect it means the current, post 74, Lancashire rather than the historical boundary.

I'm not sure there's any way we can help other than give you what it in a society document. Anything else would be guesswork.
I would suspect it would extend to areas pre-74; try telling some people in Stockport they live in Manchester rather than Cheshire and you get short shrift.
As above, simplest thing would be to download and send it off and see.1
