    In case (no pun intended) it has slipped under anybody's radar - TUI now allow 10kg for passengers' hand luggage on their flights.
    I suspect that has been influenced by Jet2's similar weight policy for carry on bagggage.
    In my experience of TUI going back several decades (to the Britannia days) they have never been strict on dimensions - however that is no guarantee ...................................
    The OP was asking about dimensions rather than weight.
    As you say, it's no guarantee that because TUI haven't enforced rules before, they'll not in the future.
    Up to individual choice whether to risk it.
    I was quite surprised when Qatar weighed hand luggage and checked sizes at check in.
    They didn't check ours but we saw them check others.
    Ours are visibly within the dimensions and it's usually obvious from the way we carry them (rucksacks) that they are not heavy.

    I've seen flybe make people put their bags in the measuring thingy then charge for hold luggage when just the wheels stuck out. And this was people who'd taken the same bag as cabin luggage with no issue on the way out.
    The amount they charge if they do check, it would be cheaper to get a bag with the correct dimensions for the airline you are flying with.

    Ryanair is the smallest and they are pretty strict although sometimes varies by airport. Flybe are also very strict.
    You are best making sure you have a bag that is ok for all airlines. Dimensions are on each site.
    I should add I have travelled using budget airlines many times and have been checked a lot.
    Flybe (55x35x20) is even smaller than Ryanair (55x40x20).
    Checking is erratic but it's definitely happened to me so, unless you want to risk paying for hold luggage, it's probably best to have the right sized bag.

    I ask as no one I know who has travelled - 20 different journeys - with different destinations/airlines has ever had their carry on luggage weighed or measured. I guess much is done on a visual check for anything outlandish

    I travel a lot and easyjet out of Gatwick  plus Gran Canaria and Montpellier all checked baggage last year. We tend to travel with hold luggage so it hasn’t affected us, but in Gran Canaria just before Christmas there was a never ending stream of people queuing up to Pay to have their oversized bags placed in the hold.

    My brother-in-law and a party of 8 went on a stag weekend.  Flew out with EasyJet no problem.  Flying back they were all stopped at the entrance to the aircraft and had to try to get their bags into the Ryanair checking box jobbie.  None fitted and they were all hit with a 25 euro charge to put them in the hold.  It does happen.
    I've certainly had hand luggage weight checked more often in the past 3 or 4 years than in all my previous years of travel.
    It's safest just to stick to the rules.  A bit like speeding - nearly everybody does it and not everybody gets caught.  When you do get caught it's no good trying to justify it by saying you've never been stopped before.

    Ok thanks. Ryanair, I can take a smaller bag for short haul.
    Virgin and TUI will be long haul. Will it make a difference as a lot of experiences above are short haul?

    I've witnessed a member of FlyBe check in staff insisting a passenger put his carry on case into their measuring cage device. He managed to squeeze it in with great difficulty, then extract it with even more huffing and puffing, followed by a triumphant "ya beauty" response.
    The girl's face was a picture - looked like she'd just lost a winning lottery ticket !!!
    On another occasion one of Ryanair's female rottweilers pounced on my pilot's case in Denmark - but it was weight rather than size that was under suspicion, fortunately I was within the limit. My "no luck this time dear" comment  wasn't well received !!!
    I've often wondered if these staff are on a "nice little earner" commission for each piece of contraband they intercept ?

    It always amazes me the size of the bags some people seem to get away with carrying on to an aircraft.
    I know if I carried a bag that size I'd immediately get stopped and have to put it in the hold. :-)  no smileys???

    I suppose that's to be expected as on long haul travellers are far more likely to travel with hold luggage and what they want to take on board is often less. It's the short haul trip where people want to 'grab and go' when they get to their destination. 
    I flew  long haul with Virgin to India and no problems with my usual  55x35x20 cabin bag (Virgin 55x26x33) but any checks would have been visual and I was unaware of them. 
    When it comes down to it, it really doesn't matter whether anyone else has 'got away with it' or not. Do you want to take the risk of a potentially heavy charge  to put your luggage in the hold? The charges are generally well in excess of the price of an average bag. Your choice.
