Not quite, it amazed me how they enforce a 20mph zone outside a huge school, a park and a leisure centre yet only use four signs to do so, both of which are at either end of the zone. I find that amazing. Given that the aim is to make it safe, they should be making it as clear as possible as much as possible.
With all that is going on in that road what with the school, tthe college the hustle and bustle the restrictive views on junctions and the fact that (to quote you) you have to have your eyes everywhere, I would have been driving at 20 or below in any case. Common sense really.
I haven't been driving as long as you. But I have known in all my adult years that you do not drive to the speed on the sign, you drive according to the conditions. The conditions you describe, I would want to be able to stop on a sixpence. Hence why I would be driving at 20 or below even if it were a 30mph area. I wouldn't be increasing speed between the bumps which are there because of the conditions you have described.
Shame you were too fast for a course. You might have learned something.
