Just re-read this paragraph at the bottom of their appeal rejection:
'Please note. You now have 14 days from the date of this letter to make payment at the reduced fee of £60.00. If payment is not received within 14 days, the fee will increase to the full amount of £100.00.'
I appealed as the keeper of the vehicle because the driver at the time is not known.
The PCN is non PoFA compliant so the charge cannot be passed on to the keeper of the vehicle.0 -
They are allowed to 'invite' the keeper to pay and that's their standard wording. But if you have a non-POFA PCN then you are right, they can't hold you liable, but protect yourself by updating the scammers if you move house within 6 years, to avoid the misery of a secret CCJ against an old address.PRIVATE 'PCN'? I've been looking for threads/posts that have the same scenario as me, that is where the PCN is POFA non compliant, just so that i can be more prepared for when it comes to writing a defence.
Can anyone point some out to me please?

Just received the 'Formal Demand' from UKCPM demanding I pay the £100 or it will increase to £160 after 28 days.
Even in this letter it states that the date of offence and the PCN issue date are 4 weeks apart.
The driver has not been identified.
