    Just read it.
Incompetence but it's not relevant to my case though is it?

It's not just incompetence and you might see the same forged signature in your case. Hasn't happened to you yet, but it's something to look out for.

The keeper was not driving and the driver has not been identified.
The PCN arrived through the post nearly a month after the incident...no windscreen PCN was issued at the time.
So I am right to ignore this 'demand' aren't I?
    (Sorry...just double checking)

you are waiting for a formal LoC with 30 days notice plus financial forms

    or

an MCOL from the CCBC in Northampton (court claim)

if the letter or letters you have received or will receive do not meet either of those 2 criteria , you IGNORE , such as £160 debt collector letters giving 14 days notice etc

I'm just having a read through the IPC Code of Practice pdf i found online.
Part C is quite interesting regarding my case.

It states that if they intend to recover the unpaid charge from the keeper than they must do so in accordance with POFA Schedule 4 and be given to be received by the keeper with 14 days after the incident.- just like what you guys have already mentioned. (I didnt doubt you...just think its funny UKCPM obviously dont care)
Was about 30 days in my case.

Part E is about signage. There are no entrance warning signs at the site. Do they have to display entrance signs? just reads a bit vague in the PDF.

The IPC CoP is vague about signs.

Complaints are in with the SRA about Gladstones sending WS that were not signed by Jack Chapman!
