    OK thanks.
So who do they chase if they can't chase the keeper?
Sorry for all the questions but i'm just trying to get things in place for when the appeal rejection comes back.

They chase the keeper, and if it comes to Court allege that the keeper was driving on balance of the probabilities

I forgot to take a screenshot of the appeal i sent in.
It says in the appeal acknowledgement email:

PLEASE NOTE. If any of the mandatory fields have not been completed correctly, your submission will not be deemed as an appeal and therefore will not be responded to. It is your responsibility to ensure you complete all fields fully and correctly. We recommend you check your inbox & Junk folder within 28 days for our response to your appeal.

Hope i've filled it in correctly

Nothing , it's not enforced , it's an unregulated industry

Why do you think that Sir Greg Knight put his law through parliament ?

This email is well outside the stated 28 days on their notification of appeal email the sent to me.
