Absolutely correct - but there needs to be an agreement on the price and the seller won't accept your offer. Therefore you cannot move forward with this. You will be better off channelling your emotional energy into looking for an alternative property rather than stressing over the fact that the vendor will not accept your offer on this one. Just to play devils advocate here, we (also FTBs) went for a viewing for a place that had been on the market for 4 years but was priced slightly too high (would need alot of work doing)
Our thinking was we'd be able to get a lower offer in to take into account the work and away we go.
We went to do the viewing and the first thing the EA said, slightly exasperated, was "before we go in, they won't negotiate on the price at all. I've had offers £2k below asking and they won't accept".
Apparently it was a divorced couple - the wife was happy to sell, the husband wasn't and was refusing to budge on price. The EA mentioned that the husband has been paying the mortgage for the last 4 years on it despite it being empty - I think it was very much a point of principle to get back at his ex wife. In my opinion, I think they'd priced it just low enough to attract viewings, but just high enough to make it uneconomical for anyone to buy, presumably so one of the sellers could say "you're not getting your half until it's sold. Look, I'm trying to sell it".
As there was no point in putting an offer in, we didn't. Onwards and upwards
Which brings me to the next one we loved, a property from a couple that had emigrated. We offered £10k less, then £5k less, then £3k less. They refused all of them. They wouldn't go down for the sake of £3k. I don't understand, but they clearly didn't need the money. The house wasn't work their asking price in my opinion. You know what we did with that one? Sulked for a day and then started looking elsewhere! You can't make people accept an offer the don't want to accept, it's pointless.
The point to all of this is people sell houses for a hundred different reasons. Some may even be on the market with the seller not wanting to sell. Just draw a line under it and move on.0 -

The property is only "worth" what it is worth when the buyer and seller agree a price for it.
Until that time, or without that agreement; it is either worthless or priceless.0
