POPLA and the IAS both are both on the list. I don't think there is any requirement to be but it can lead to awkward questions especially when an MP is involved.0 -
So is it worth me even fighting them for? I mean if they are in their back pocket?0

Yes as it edges you ever closer to the magic 6 month mark as they ponder over your appeal.
It's also worth seeing what ITAL makes of a comprehensive appeal.0 -

LOL! These scam railway 'PENALTIES' time out after 6 months, and Indigo have no remit in their contract to take anyone to ANY form of court, so why do you think this 'experimental POPLA' is risky?
Slowly does it, appeal at the last gasp and take your time to enter into appeal & email tennis, draw it out, push it past 6 months, same as the old advice.
Nothing has changed except we have a new appeals system to suss out, with your help and others at your stage right now. We need people to test the new ITAL system, as guinea pigs happily did in 2013 to test POPLA, to help others in future. And they did!
What else are you proposing to do, surely not pay this extortionate sum?
May as well play the ITAL game as long as no terms tell you that the decision is 'binding' on you. Avoid anything that says it's a legally binding decision (read all the blurb).
Work your way through the new system and report back for the greater good, please.
Indigo railway cases (even if turned down by ITAL) will still time out after 6 months!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Appreciating all the help
Does anyone have the law or legislation regarding the 6 month time limit or why they have to stop after that time?
Also noone gave any advice on Indigos 3rd party appeals ipaymypcn who I appealed with first and now I have 3 different Ital codes from them and 3 new ones from indigo for the same tickets0 -
I mean judging purely off ITALS front webpage they look as though they are designed to prosecute as fast as possible after an appeal, everything they brag about is about securing PCN not assisting an appeal in the slightest0

https://www.legislation.gov.uk/ukpga/1980/43/section/127Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

Read post 46 again too. The sentence about Indigos contract. People here have seen it.
You have to have specific permission to go to court.0 -

According to the ADR Act 2015, an independent appeals service, by whatever name, has to be accredited if required by "an Act", or required by the company's ATA rules.
There is no act covering private parking, so let's hope that it is included in the Sir Gregg Knight bill.
The ATAs have CoPs, not rules.
So, as far as I can see, the ADR offered does not have to be accredited by the entities listed in the ADR act.I married my cousin. I had to...I don't have a sister. All my screwdrivers are cordless."You're Safety Is My Primary Concern Dear" - Laks0
