So you follow the NEWBIES FAQ sticky, post #1 by using the template initial appeal at the time point recommended in the sticky.

You're rushing at this - and getting it wrong!
You use the template as it is and exactly as advised in the sticky. Drifting of saying ' I did this', 'I did that' is the very reason the template was written for use 'as is', to save people blowing off their toes.
You can add a final paragraph to state that the registered keeper is a blue badge holder, and here is a copy of it!
But I suspect you're going to fire this off tonight. DON'T. Work to the timescale in the NEWBIES FAQ sticky, post #1.

no i am going to wait the 26 days but the template states things about parking machines and overstays, which doesnt relate to my pcn? i know it says copy and paste the whole template but this is not the offence i am appealing against?? i really am confused?0

But the initial appeal template will not result in a cancellation, it is designed to elicit a POPLA Code from the PPC without you ruining your own chances of success at POPLA.
Use it as is. Doing that marks the appeal as definitely coming with support from this forum and gives the PPC notice that you are not low-hanging fruit for easy picking.

You need to edit or delete post 33 where you tell the world who was driving, then do as advised and send the appeal unedited, or with the one liner I suggested earlier.
The template tells you it is a one size fits all. It fits nearly every situation and alleged event that we can think of, and fits your situation exactly.
All you want to do is get a PoPLA code, which is where you will beat this scam.
IF your lease or tenancy agreement is of use to you, and as yet we don't know because you haven't given us enough detail to know yet, revealing the driver's identity and disability might help later. However, until we are sure, the advice always starts with, do not reveal the driver's identity.
This can always be changed later if it is to your advantage.

Ths is already covered by paragraph 2 of the appeal template in blue from post 1 of the NEWBIES.
You really need to spend more time reading it to understand the scam.
You must look in detail at your lease/AST to see precisely what it does and doesn't say about parking, parking permits, third party scammers, their ability to issue charges and issue court proceedings.
You must complain to the landowner, and again to the MA/HA if they are the ones that employed the scammers. They are jointly responsible for the actions of their contractors and could end up in court as witnesses.
