    Yes it is - but sometimes he replies personally.

    Sounds like he is too busy, so use the other route for complaining to the BPA.

    Update.
    Thank you for your patience while we approached the operator for their comments.
    We can confirm the appeals process has changed since this charge was issued – charges are now considered by the keeper/driver or hirer when PoFA 2012 has been used.
    As the appeal was not heard, we can confirm this charge has been cancelled and you should receive confirmation of this by the operator.
    As the operator has responded accordingly this case is now closed; thank you for bringing this matter to our attention and helping us raise standards within the private parking industry.
