Blue Badge Private Land Little confused

Hi everyone, here's my confusion, (i am having a senior moment) 
I am a resident in a housing association complex, i am a blue badge owner, the disabled bay is within the private residents complex, my blue badge slipped off the dash (parked in my usual disabled bay) whilst i went back into my flat to report a repair (approx 10-15 mins), when i returned i get a windscreen PCN,
having read and searched the forum, i am getting a little confused on the appeal, the PCN is issued from a BPA approved member, do i appeal to popla or do i appeal to the land owner as i have read in other theads? also do i wait for the 26 days and the NTK?

i have read that, but also some of the threads i have read relate to appealing to popla and not the land owner direct, whilst others say appeal to the land owners direct and not popla, you obviously dont find this as confusing as i do!

Which parking company please - full name, not just their acronym, as many share similar ones?Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Have you told the PPC that you have a BB? If so they should cancel the ticket without further delay. It is not their function to harass residents thusly, especially over a matter which a judge might consider a trifle

The Law does not concern itself with trifles.
If the HA is a charity you should complain to The Charity Commissioners. Charities should have no truck with scammers.
As a disabled person you have a right under The Equality Act 2010 to "reasonable adjustments" to take account of you "protected characteristic" and , imo cancellation is high on that list.
Complain like Friar Tuck to the HA and warn them that, should you take the PPC to court for disability discrimination, as they are responsible for the actions of their agents, they could be included in that claim.
Also, complain to your MP
It is the will of Parliament that these scammers be put out of business. Hopefully that will take place in the near future. The Bill has passed through the HOC without hitch, and goes to the Lords soon. In the meantime involve your MP, the poor dears are buckling under the weight of complaints about these scammers. This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of alleged contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors. Is has been suggested by an MP that some of these companies may have connections to organised crime.
Parking Eye, CPM, Smart, (especially Smart}, and others have already been named and shamed in the House of Commons as have Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each week), hospital car parks and residential complex tickets have been especially mentioned. They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct
The problem has become so widespread that MPs have agreed to enact a Bill to regulate these scammers.
Sir Greg Knight's Private Members Bill to curb the excesses, and perhaps close down, some of these companies passed its Third Reading in late November, and, with a fair wind, will become Law next year.
All three readings are available to watch on the internet, (some 6-7 hours), and published in Hansard. MPs have an extremely low opinion of the industry. Many are complaining that they are becoming overwhelmed by complaints from members of the public. Add to their burden, complain in the most robust terms about the scammers.You never know how far you can go until you go too far.0 -

Are you absolutely sure, or have you abbreviated one of those words?
As already advised, there are many parking scammers with similar names. For us to give you the correct advice we need you to be precise with the name of the scammers.
What does your lease say about parking?
Are you aware that the blue badge scheme does not apply on private land, but the Equality Act 2010 does?
You can't appeal to PoPLA unless you have a PoPLA code from the parking scammer, which you can't get until you have appealed to them in the first place and had your appeal rejected. For a NTD/windscreen ticket you are advised to wait until day 26, although if the space is demised to you in your lease/AST, it is not so important. The date of the alleged event is day zero.
Always, complain to the landowner first, but never miss the appeal window. You can add one liner to the template if you wish that an occupant of the car is disabled and needed extra time in accordance with the BPA CoP.

Just top sort things out, did you get a ticket for no bb, or did you get a ticket fur no permit? (or both)?From the Plain Language Commission:
