Adding even more to a suspicion of a self-ticketing mole.

    Yes
    Exactly that

They sign a vaguely worded document that promises they have the authority to do what theyre signing up to do, and use an app on their phone to upload pictures and details
In return, for every one paid, they get money

As youve been told about 4 times now. One of your neighbours was almost CERTAINLY the person sending out the ticket.

    Has no bearing on you
Could be whoever ticketed your car isnt a fan of yours, for all you know!

Have you read the NEWBIES thread?
Post one contains a template appeal

I nthe meantime you tell your HA to get this cancelled
Get out your Agreement see what it says about the need for BB in disabled bays

    Apology accepted.

First have a read of the link I posted.

Secondly have a good read of the signs on display in the car park (assuming there are some?) they may confirm it is a self-ticketing operation.

Thirdly I'd confirm with the Housing Association that Parking Ticketing Limited are authorised to ticket in the car park. It wouldn't be the first time that a 'public spirited' individual has misled a self-ticketing private parking company and started self ticketing off their own bat without the permission of the landowner.

I suspect there'll be a little more than that, otherwise someone could drive a lorry in there and leave it parked across several bays and wouldn't be in breach of their lease/tenancy.
