So check to see if there is an account balance, without paying of course
Then wait for any communication to arrive, because they should have issued the NTK by day 56 and should have sent a popla code , but went phishing for the driver instead
They have failed on both counts, so await the next stage , if any , like a debt collectors letter for example
Then a complaint can go into the BPA because of your proof of failures by them to deal with it correctly

Depends if you mean 14 days by the driver or a Keeper
The 56 days is up for keeper liability, but as the PCN isn't closed then they just haven't decided what to do, or don't have any idea about their failures, so let sleeping dogs lie
The longer they leave it , the better your chances, let them f it up on your behalf, don't gloat too soon0 -

It seems they have failed in two regards already.
- failed to issue a NtK within the prescribed period, so scuppering their chance of keep liability.
- rejected your appeal as keeper and failed to issue you with a POPLA code, thus breaching the BPA code of practice.
They're not doing very well are they?0 -

That was your cue to follow my earlier advice and complain to the BPA about the breaches of their Cop , hence the reply by Umkomaas above0 -
Have you checked your spam/junk email folder just in case a reply to the keeper appeal was sent there?
As already advised, the NEWBIES tells you to ignore debt crawlers, and tells you why it is safe to do so. Having beaten the scammers once I'm surprised you didn't already know this.
Also as already advised, complain to the BPA that you never received a rejection and PoPLA code.
Complain to the DVLA that you have been denied your right to an independent appeal as per the ADR Act 2015.
What happened when you complained to your MP about this unregulated scam the first time you got a PCN?

@fruitcake, i only got the one email from them which was a begging letter for the drivers name, which came after i appealed, i will follow yours and the others advice this week.
