    I'm confused .. you had a window ticket that you appealed as keeper? Have they responded to that appeal?

    No NTK means they haven't approached the DVLA for keeper details - the exact thing you wanted. No NTK = no keeper liability, period.

    If you appealed as Keeper with the blue text template on day 26 , their rejection would have provided the popla code, you should not need to ask for it

    The lack of an NTK by day 56 means they failed POFA too

    Is their any balance outstanding on the PCN account ?

    Are you sure that no rejection came ?

    It's the NTK or rejection with a popla code you act upon

    Maybe they cancelled it ?

    yes i appealed after the 26 days, they repied saying that as i am not the driver, please ask the driver to respond etc etc

    this was the response after i appealed on day 26, i have not received any comms since.

    Dear Sir/Madam, PCN Ref: xxxxxx Registration: xxxxxx

    Thank you for your letter of appeal against the Parking Charge Notice issued under the terms of Schedule 4 of the Protection of Freedoms Act 2012.

    Unfortunately, we are unable to process your appeal at this stage as you were not the driver of the vehicle at the time of the PCN being issued, as per the above Legislation. Could we please kindly request the driver to appeal against the Parking Charge Notice if they wish to, so that we can process an appeal, as we actively seek to process all valid appeals.

    If we do not hear from the driver within 28 days, appeals department will accept the appeal from yourself as we assume you will have taken responsibility for the PCN.

    Please note if you are unable or unwilling to provide the driver’s details and the parking charge has not been paid in full and we do not know both the name and current address of the driver, we have the right to recover any unpaid part of the parking charge from you. This Notice is given to you under Paragraph 9(2)(f) of Schedule 4 of the Protection of Freedoms Act 2012 and is subject to our complying with the applicable conditions under Schedule 4 of that Act.

    Should you provide an incorrect address for service, we may pursue you for any Parking Charge amount that remains unpaid.

    Should you identify someone, who denies they were the driver, we may pursue you for any Parking Charge amount that remains unpaid.

    So check to see if there is an account balance, without paying of course

    Then wait for any communication to arrive, because they should have issued the NTK by day 56 and should have sent a popla code , but went phishing for the driver instead

    They have failed on both counts, so await the next stage , if any , like a debt collectors letter for example

    Then a complaint can go into the BPA because of your proof of failures by them to deal with it correctly
