You cannot nominate someone as the driver.
You nominate them as the Owner, and new Registered Keeper, and they are presumed to be the Keeper as well. That discharges any liability you may have.
  • So I posted the two letters, as advised here, on the 29th of August. When I returned home from my holiday there were 3 more letters, this time from Zenith Collections, offering a discounted settlement "to avoid the possible necessity and expense of court action". The 14 days allowed for a discounted settlement has already passed. Since Zenith is a trading name of Debt Recovery Plus, who I have already sent the recommended letter to, should I now ignore them?
  • You ignore them utterly.

Yes, and laugh at them as we have done for many years:

Ok. It's been about a year and nothing heard. (The last Zenith letters arrived early October 2018) Just when I was going to post such good news and give thanks to you guys, a letter before claim arrived two days ago from the dreaded Gladstones. (Dated 16/10/2019 posted second class) However, they have included another registration number that I don't recognize and for a car I have never owned, which adds another 7 PCNs to their demand. Apparently I can either pay - £1600 - or create an online log in to give a valid reason for non payment. Or ask for a paper version "to reply pursuant to Para 4 of the PAP". I'm inclined not to create a new online way for them to harass me and just ask for the paper version. Would this be best, or should I keep ignoring them?

I would be following the newbies thread and sending a SAR to the claimant , to their DPO attaching a copy of the V5C as proof of I D under the GDPR law

Also query this unknown VRM and state you believe they have violated the GDPR due to their solicitors sending you the data about this unknown vehicle

Copy in Gladrags and tell them to check their facts , placing it on hold pending the outcome of the enquiries

I have no idea why you thought it would be over after one year , the claimant has 6 years to try a court claim

    Ooh, interesting!

Email back and ask for their evidence. Do not use a paper version PAP form.

You can start by asking the DVLA which company requested details
for the mystery vehicle, will take a few days, ask them by email, they will respond by post

Tell Gladstones to send all information by post

This is probably now a data breach by Gladstones. Not really surprised, they are so incompetent they probably don't know the difference between a car and a spaceship

Of course they have also added a fake £60 to each ticket which is abuse of process.

A significant data breach like that should be reported to both the ICO and the SRA.
