Given it is not the OP's car, will the DVLA furnish them with the info even using SAR as they are not the Subject?they have included another registration number that I don't recognize and for a car I have never owned, which adds another 7 PCNs to their demand.
You can start by asking the DVLA which company requested details
for the mystery vehicle, will take a few days, ask them by email, they will respond by post1 -

The OP does not want to tip them off to remove the error that might get these cancelled.
Hence why I said a vague 'ask them for evidence...'.
They best scenario would be if they or their client then compounded the error by sending you photos of the other car! You could probably then get them by the short & curlies and get the entire claim cancelled...PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Wouldn't the OP be better asking the DVLA for a list of vehicles registered/previously registered to him/her in say the last 3 years? And if the new mystery vehicle isn't on there then bingo.
OP if this does turn out to be a data breach by Gladstones/PPS London then you do realise you have the ammunition to get rid of this matter once and for all if you play it right?2 -
I would agreed with Coupon Mad, i would send in ID (passport is fine for this lot) if they require proof of ID

I'm not quite sure what to do now. I'm going to prepare an SAR and a holding letter to Gladstones restricting data processing by snailmail (don't really want them to have any of my email addresses) and post them here for critique from you guys. Unable to find out what DPO, ICO or SRA even mean.

ICO is Information Commissioners Office. The people that regulate data.
SRA is Solicitors Regulation Authority which, I hope, is self explanatory.
DPO is Data Protection Officer. A company is required to have one.1 -
You must state that whilst you deny there is any debt to their client, you are nonetheless seeking debt advice and they should halt data processing as per the Pre-Action Protocol for Debt Claims.and a holding letter to Gladstones restricting data processing
So what's wrong with setting up a throwaway Gmail/Hotmail address purely for dealing with this case? You don't want to be sticking stamps on letters and traipsing off to the PO whenever you have to send any communique, then waiting for the Postie to be pushing stuff through your letterbox. I too favour asking the scamlicitors what data they hold concerning the "odd" VRN and see what they send back. Getting someone else's data could be very useful.
OP, if you do this, send a redacted utility bill as proof of ID. The ICO have said that photo ID is not required as they have nothing to compare it to.I married my cousin. I had to...I don't have a sister.

Ok, here's my draft of a response to the LBC, which I have to send by email today, before the 30 days is up:
I deny any responsibility for the %%%% referred to in your letter dated %%%% and require you to place a hold on proceedings (to include your restricting data processing) and furnish me with any and all evidence, details and or data you hold regarding same.
