Does your wife's phone support 3G ? (You said it was old). If not, then 3 is out of the question.

In that case what would be the best out of 02 and Three as a network ?

With 3 or O2, you can top up with £10, make a couple of calls all year and still have £9.90 left a year later. 1pMobile would cost you £30 a year, even if you make no calls because you 'have' to top up every 4 months.
But they say.....
Your credit lasts as long as your account is active, with no credit expiry period.0 -
With 3 min top up is £5.
3 also do a data/PAYG sim with 200MB a month free with min top up of £2(so it says on the top up page not tried it yet).
The data sim uses same 321 PAYG tariff for calls and text data not in allowances.
what we like about 3 is "feel at home"

Looking to make some Australia calls at 9p per minute.

Good call, but no broadband or WhatsApp at the other end (it's for my mum).
Aside, I assume WhatsApp has now taken up the free calls worldwide market from Skype etc. Call quality good I assume?0 -
Try the Ringo app, "Call Out", via an 0330 UK non geographic number, is 1.25p per min to Aussy mobiles, slightly less to land lines. Obviously those who haven't inclusive minutes need to add the cost of a call to an 0330 number, or go via WiFi, costs are shown on the app or web site.0

To answer the OP's original question, where only one charge is shown it is usually safe to assume the charge is for both landlines and mobiles. Indeed, 1p mobile's website confirms this.0

If you select Australia it says 9p/min to landlines and mobiles.... it couldn’t be any clearer.I spent 25 years in the mobile industry, from 1994 to 2019. Worked for indies as well as the big networks, in their stores also in contact centres. I also hold a degree in telecoms engineering so I like to think I know what I’m talking about 😂0
