The DVD I plan to use, EveryWhere, is the one I burned on 13 July 2018 - Windows 8.1_English_x64.iso
Is that the correct one? I'm definitely doing something wrong. DVD in, turn on holding F12, release F12 as soon as Toshiba Leading Innovation appears. When I do this I am always taken to the Lock Screen to click and log in with password then I am taken to the Windows tiles and desktop etc.
How can I get past this, please?

Just to check that you burned the DVD image correctly, do the contents of your DVD look similar, when navigating them using Windows Explorer?0 -
As soon as 'current setting up' finishes I'll try to check the DVD. I wonder if it is something to do with the DVD not being first in the BIOS and this is why it wants to boot from the hard drive - this might be they way 8.1 is setting up at the moment.
Update at 7.30 pm - Have just checked and the Drive Tools page is identical to yours. Windows 8.1 has downloaded (not from DVD?) and the Warning Triangle is against the laptop icon in devices (same as before - unknown device - no driver code 28) and printers but not against the Logitech.
Should I keep this 8.1? IF 8.1 is on the Tosiba via the wrong method - what should I do? It's a relief it is all in English.
I did try but could not get into BIOS and did not know how to take the DVD 'first.' Does this make sense? (Posting from Dell) Will check as soon as possible about the DVD.

From page 35 of the PDF manual, found hereBoot Sequence allows you to bypass the System Setup!!!8208;defned boot device order and boot directly to a specifc device (for example: optical drive or hard drive). During the Power-on Self Test (POST), when the Dell logo appears, you can:
• Access System Setup by pressing <F2> key
• Bring up the one-time boot menu by pressing <F12> key0 -

Wondering how you thought that you installed Windows 8.1 from the DVD in the first instance, if you could not get the DVD to be the first to boot.
It could now be that the device has 'updated itself' from Windows 8 to Windows 8.1 Update and all you have to do is to install the Drivers that you saved earlier.
Though best to run a clean install. Pressing F2 just after you turn the machine on will get you into the BIOS screen. After that, you can navigate to the Boot tab and move the optical drive temporarily to be the first to Boot.
As I suggested, ignore the other posters. They are mainly writing nonsense, as they have no idea what is going on.
I'm actually on holiday, so having to pack in between. Just be patient. I'll be back0 -

It seems my advice was not entirely correct. Apparently you need power the machine off, hold down either the F2 (bios setup) or F12 (boot selection) key while you turn on the machine and one second after powering on let go of the key. I must admit I have never seen it done this way before, but my tapping the key should work too - I suspect Toshiba's way is in case users aren't quick enough.0 -
Then maybe you should help the OP via pm, rather than a public thread, open to all who take their time to contribute, rightly or wrongly. It's not for you to police the content, that's the job of the site admins.0

I have just had a very quick read this morning before I have to go out. I'll spend more time later.
I am very grateful for the help I am receiving and I never intend to cause any upset. Everywhere has given, and continues to give, a huge amount of time to help me - and I also appreciate the interest and concern of others.
Everywhere did let me know that he preferred Windows 10 (and with his help I have the information stored on a USB stick for Windows 10 if needed in the future) but I was eager to stick with Windows 8.1.
