Solicitors usually just put their company name, no signature on letters.

I may be way out here with all this.

I've noticed that a few appeals use ppc-name.zatappeal.com ie HX use hx-pcn.zatappeal.com, so I did a bit of digging around on google.

I remembered getting a document from HX (from a SAR request) headed ZatPark.
ZatPark make software, PARKING ENFORCEMENT ADMINISTRATION & MANAGEMENT SOFTWARE to be exact.

From ZatParks FAQ:

• I'd like to embed an electronic appeals system in my website. Is this possible?
  
  Yes. Please contact us to discuss.

So it's fair to say it seems like the same people that make the software to admin the PCN also host the appeals service.



Now, the reply to our SAR by HX's DPO stated:

1.2 The only country your data is stored in is the UK, in particular on servers located in Maidenhead, with a backup database in London, The only people who have access tho this are staff members within HX Car Park Management, and Gladstones, however the latter is only once the parking charge notice has been referred to them following the debt remaining unpaid.

Back to ZatParks FAQ:

• How long are our enforcement records kept for?
  
  Indefinitely. We feel that having historic data available is vitally important, we'll keep all records of past enforcement actions available for as long as you are a user of our system. Unless of course you request a time limit.

and

• How long will you save our Images and Documents for?
  
  By default images are kept for 6 months and other documents for 12 months from the date of enforcement action, which is provided within the standard costs of using the system. You can set your own retention limits passed these times and you will only be charged a small fee based solely on the additional storage you've used each month, this usage is clearly listed in your monthly statement.

Also from ZatPark FAQ

• If I decide to stop using ZatPark later on can we have our data back?
  
  We don't think that once you've used the system you'll want to go back, however if you decide to move on we'll send you a CD with a copy of your data on. But you may be taken off our Christmas card list !

Now onto ZatParks FAQ about security

• Where is our data stored?
  
  Our servers are located in secure hosting centres in London and Amsterdam. Their exact locations are kept secret for security reasons.

So is it fair to say data about you is stored on ZatParks servers in London and in Amsterdam and HX has told blatant lies?


I should also say that ZatPark is owned by Unity Five Limited.


A director being David Edward Herbert.

He was also a Director of BROADLY VERTICAL LTD.

John Llewellyn Gladstone Davies still is a Director and William Kenneth Hurley was a Director of the same company.

So the same people, in effect, process your data, deny your appeal and then take you to court.


It truly is one pot they all pee in.

Ask the ICO if this is something they should investigate.

We will not usually investigate concerns where there has been an undue delay in bringing it to our attention. You should raise your concerns with us within three months of your last meaningful contact with the organisation concerned.


It may be a tad too late, but I will try anyway

Do it anyway and make it clear this was hidden information and only just gleaned when you did some digging.

The email has just been sent to the ICO, saying new info about ZatPark just discovered.
Also attached was the pdf they sent named full repsonse to Right of Access Request, the Ticket Details PDF that was generated by Zat Park and images of Zatparks website FAQ.


I did also mention that they wouldn't give any PDT info as a side note
