I don't get why I cant appeal anymore f they say I can

If they say you can appeal, then you can. They are a law unto themselves anyway.

Have you read up on the futility of bothering with IPC companies appeals procedures in the newbies faq thread?

Read this thread on why you should ignore debt collectors:-

(You can expect to get communications from debt collectors, all part of the game/process)

    Hi

So the first "parking charge notice" was issued on 28/12/2016 at 14.22 and the " formal demand" came yesterday 06/02/2017 and the second "notice" was issued on 08/01/2017 at 16.32 and I haven't had the "formal demand " yet

I haven't had any letters other than the formal demand following the ticket on my screen. so no court or dent collectors just the threat from CPM on the letter received yesterday

Ha I wish I got to watch day time TV ... single mum working full time :)

I didn't appeal because my friends neighbour whose house I was parked outside of at the time has had 12 tickets and has never responded and never heard a peep so along with numerous forums on line saying ignore them I did ... My initial instinct was to appeal but somany people said that's how they get your address in the first place

Please confirm that the original parking charge notice you refer to was the NTD (Notice to Driver/windscreen ticket) and the corresponding formal demand was the NTK (Notice to keeper/letter to the registered keeper through the post.)

I suspect this is the case but you haven't actually said that the PCN was the notice actually left on the car. These details are important.

If this is the case, then you appeal the first NTK using the IPC template from the NEWBIES thread. When you get the second NTK, you do exactly the same. Two NTKs = 2 appeal templates.

The advice to ignore has not been given here since the law changed in 2012. Parking companies have six years to try court, so your friend may be in for a nasty surprise.

They need to be made aware about this, and come here if they get court papers.

I have called CPM and didn't give my details but asked the question :

" after receiving a formal demand in the post how long do I have to appeal? even if its past the 21 day appeal window that starts from the day after the notice was issued"

The first guy Jason in " customer services" was so rude my blood boiled he said while laughing good luck you have no rights and refused to let me speak to anyone else as I wouldn't give him my reg and address. I explained that I can give him the issue dates and my reg was irrelevant he agreed and said I still wont help you and put the phone down.

I called back and used the client services directors name and the woman answered my question which is that I have a further 28 days from receiving the formal demand letter to appeal

So I am going with the newbies IPC letter ??

Who do I complain to about the client service rep not giving me appeal information that I am entitled to in the first instant

Never, ever, ever, ever ring a private parking company, ever!

See #3 in the newbies faq thread for advice regarding appeals to IAS (and the futility of it!)

You need to slow down, answer the specific questions I have just asked, then wait for an answer.

I think you are within the appeal timeframes but need you to confirm the dates first.

Quick update as you all have been helpful and took the time to respond

I have complained to a resident and as the company were appointed by the residence. He is going to write to CPM and tell them he expects the charges to be dropped as the vehicle was parked outside his house and not causing damage or blocking through roads

Hopefully this will be the end of it. The Newbies post says that often a complaint from the landowner or appointers of the company settles the matter

    Thanks :)

If you are relying on this, good luck. As you seem to wish to take this route, despite the wealth of help and unanswered questions posed to you, then I wish you all the best and don't be surprised if you come back to receive less help than before.
