Authorised users I mean people who are allowed to park there and not people who ensure a piece of paper remains stuck to their windscreen or stays on their dashboard ...
Safeguards I don't mean the IPC/IAS ...
You do know that a lot of PPC's promise the ability of whomever engages them to be able to cancel any ticket blah, blah, blah and then either don't set that facility up or ignore the requests ...
Until PPCs act fairly and reasonably they are not the solution.

Yep and CPM who ticket a resident in his own allocated bay and then when said resident tells them he was selling and buying a new car that day hence his permit was left in the house refuse to cancel the ticket ...

BOLLARDS ! or rising policemen or a on site parking ATTENDANT , note the word ATTENDANT , not a monkey hiding behind a bin with a brownie .
lets look at it this way
my company employs over 350 people , every day a different one drives to an office block in another town , this office block hire "scum and Co" to keep the car park clear , they pay them 25 x signs at £100 a year
every day a company employee parks and gets a ticket , same the next day and the day after ,
for a full year we have used a car park that the ownrer wants clear , the owner has paid but got nothing (apart from his windows being put thru) sothe parking Co have failed in their job ,0 -

An attendant is very practical for a small site, for example somewhere with 10 spaces.
Manual lifted bollards might be a solution, but are quite expensive to purchase, install, and maintain. However they are not suitable for the elderly or disabled to use.
So how do you persuade people not to park where they shouldn't without causing unnecessary expense or inconvenience to the people who should be able to park there?0 -
if I was on the IPC or BPA payrole I may be able to answer , but refrain I will refrain from continuing this pointless argument on this thread

I am not arguing, just asking a genuine question - on a small residential or commercial site, how do you persuade people not to park where they shouldn't?0 -
buy a larger safe , place vauluable items inside and lock it
closest I can get to your question , I know nothing about land
I did place some tarmac in a safe once , is that close enough for you ?0
