    very possable that 90 mins is not in the contract , or that the property consists of both a surgery and a clinic ? , and its 90 mins each ?

    Doubt it, the 90 mins will have come from some idiot agreeing to PE's suggested time, because PE would know they could then catch slower/delayed patients out. And I really don't think this OP needs to be sent off on tangents; they will not see a copy of the contract at this stage and it isn't what they need to spend time on.

    The Clinic should be ashamed of themselves and called to account for lying about who had got PE in and then fobbing the patient off.

    They said the first one was appealed but the upset was unsuccessful because they didn't receive my response that said they could check I wasn't lying. Even though my mental Heath worker wrote to them telling them I had an appointment with them. Regarding the 90min the manager said there is a sign near the machine where you put ur reg in telling people that there's 90 mins. I didn't see it. She said if u go over the 90mins u got to tell reception and they can give u longer or something. That's all good and well if people actually know about it!!! It's like they think I would put myself through all this on purpose :mad:

    PE are saying the same old crap to the journalist ATM. Bottom line is they will not get a penny from me so they need to just leave me alone and stop stressing me out!

    You are exactly right, PE are spouting rubbish to try to 'justify' disability discrimination despite your mental health worker having written to them re the first one and despite the 90 minute maximum not being made clear to patients whose minds are on their appointment or health worries (let alone whether it is FAIR to expose vulnerable patients to this).

    Have you shown the journalist the Government policy?

    Also show them this article which nailed the issue, this is enforcement which has NO PLACE at a NHS Clinic:

    That article was two years ago and the Govt Policy began in 2013. WHY and WHEN did the Clinic sign a contract with a notorious and litigious parking firm for an unsuitable regime that incentivises 'parking charges' by virtue of the fact that PE get no income apart from fines (EXACTLY what the Govt said cannot happen).

    The journalist is following this thread.i will email him now and ask him to read the article you posted and the government policy etc.
    What's annoying me aswell is that when I got the first ticket I remember I was really annoyed and went to reception and was told there was nothing they could do as PE was nothing to do with them. Then the manager now told me the other day I should have contacted her as she can cancel the fist ticket if it's brought to her attention within 4 weeks. I've even explained that in 2015 I was very unwell mentally and opening letters that read 'this is not circular' I tend not to open as I know they can cause me more anxiety or anger. They don't care one bit

    What's wrong with PE? They're making millions, yet are spending such a disproportionate amount of time on a case which ultimately will blow up in their faces, and over just a couple of hundred quid.

    They deserve all the crap that is no doubt coming their way. They cannot win this. Unfortunately Cassfrow it's going to take effort to shake them off. Utterly shameless position taken by PE, but more especially by the practice.

  • For the journalist’s benefit, in conjunction with the NHS Patient, Visitor and Staff Car Parking Principles there is additional information in the Department of Health’s publication Health Technical Memorandum 07-03 - NHS car-parking management: environment and sustainability. This can be downloaded at:

    The Guidance makes it clear that additional charges should only be imposed where reasonable and should be waived when overstaying is beyond the driver’s control (for example, when treatment takes longer than planned, or when staff are required to work beyond their scheduled shift); this is particularly relevant in your case.

    Our (redacted) copy of the contract was received directly from ParkingEye. It covers two car parks:

    • Car Park 1: Montpelier Health Centre Visitors’ Car Park, Montpelier Surgery, Bath Buildings, Montpelier, Bristol, BS6 5PT.

    • Car Park 2: Montpelier Health Centre Staff and Blue Badge Car Park, Montpelier Surgery, Bath Buildings, Montpelier, Bristol, BS6 5PT.

    It has an effective date of 2nd April 2015. Crucially this is after the introduction of the NHS patient, visitor and staff car parking principles and after the Independent’s article highlighted in C-M’s Post #115. The Practice management have no excuse and really should have known better.
