I can see the new avis when logged in on the green format.
They don't show when I'm logged out or when logged in on the blue format. (I think that maybe it doesn't get updated very often as I changed my avi a few weeks ago but for a while the blue format showed the old avi. It did eventually change.)
It makes no difference if the person whose avi I'm viewing is logged in or logged out.

With an animated image the file size is much bigger than a static image. Therefore you will have to resize not only to 80 x 80 (not 100 x 100 as somebody else said) but also to the actual size of the file. I believe it should be around 14kb. So with a moving one you will need to adjust the size further. This site should help, it's what I used. If I recall correctly it offers to remove some of the colours and also some of the frames thus reducing the total file size. I haven't been on there for a long time so not sure how it works now.
