Frankly anybody here that believes a nearly £2k penalty is proportionate to the 'crime' then you need your heads testing.
There's just one small detail - the OP hasn't received a nearly £2k penalty for a single offence.
They've received five penalties, totalling nearly £2k, for five of the many offences they've committed, using a vehicle while untaxed. Then there's a £100 fee for removal of the wheelclamp, which is what's finally stopped them from committing more of those offences. The fact that the OP hasn't been aware earlier of those five individual penalties being imposed for those five detected offences is entirely due to their failure to ensure the vehicle is registered to an address at which they receive post, a separate offence in itself.

    Which is insane.
We don't tax vehicles each month, we may pay monthly, but that's just because a years tax is spread - so there's no reason other than idiocy on the dvla part that it should be treated as anything other than a single offence.

How far do we take it...
Ok sir on your 150 Mile journey we saw you once on princess street, once on the A46 then again we saw you in drake street 3 hrs later therefore it's 3 offences.

It doesn't work like this with speeding offences so shouldn't with tax.
If you get caught by two speed cameras on one stretch of road you can successfully argue its a single offence.

I for one hope op finds a way out of it, whether on a technicality or not I don't care, but I hope she doesn't end up being nearly 2k out of pocket because of it. It's completely disproportionate.

    3 different roads, 3 offences

I wonder of all those here that think it's ok if they made a genuine mistake to be treated with more contempt than a thug

There would be a strong argument that that was one journey, using the car untaxed once, therefore one offence.

But five times over six months? If you look at the dates, it's almost as if there's been a deliberate reduction to one sample offence per month.

That's not an issue - doesn't appear in any policies.
And if it did it would undoubtedly fail at the complaint / ombudsman stage.

I agree, this penalty is far worse than other deliberate crimes. After all, I have caused nobody other than the DVLA an inconvenience. If they bothered to take a few more details they could setup an automated emailing system in a heartbeat, that way they can just go ahead and say, "we are waiting for your money" where ever you live. Business's get reminders ALL the time. This is 2016, post is not the most convenient way to send a message, but they are banking on it failing so they can make more revenue. I don't care that they have no obligation to send out reminders, it's a human courtesy. They are making money off all our backs. All your driver details have been sold off by DVLA & you don't even get a cut.

For those on here that think it's a just fine, you are the minority. This method of applying the law could potentially leave people homeless if they are able to keep adding on fines without your knowledge. If you think i'm exaggerating then have a look just what's going on today. I very much doubt you would "take it on the chin" if he you were one of those in the link below.

The Daily Mail article is in respect of civil court matters, not criminal court matters.

The normal DVLA process is to make an 'out of court settlement offer', if it is not accepted, the matter would subsequently end up in magistrates court, where any fine would be earnings related, with the possibility of time to pay it.
