DVLA £465 fine for sorn car?

Hi everyone my first post on here so I hope im doing things correctly.
My son who lives with us and has just opened a letter he's had from the DVLA stating that his car was seen in Swansea in mid December whilst it was sorn'ed. So they have issued a fine of £465.
We knew this to be completely wrong as his car is stored in a lock up garage near home and hasn't moved since August 2015. I ran round to check it hadn't been stolen when he told me. It's still there! He uses my old car now and was trying to sell the one in question.
They say the vehicle was impounded and this fine is separate to the fees paid for that, obviously we've not heard of any of this nor paid anyone anything.
He was at work in Manchester when this was supposed to have happened and none of us have ever been to Swansea. He thinks someone at the DVLA has copied his details when he sorn'ed the car back in August.
There is nowhere on the form to argue the case, so pay up £465 by 27th January or go to court.
If anyone could advise on the best way to deal with this it would be great as this stress for me is not needed, thanks in advance from a worried dad

I just found that the DVLA has a fraud and investigations team so I've emailed them with all I know.0

As they say the vehicle in question was impounded, it should be resolved fairly quickly - you still have yours!0

I think they have paid the release fee and have the car back, I've asked if they have any photos of this car, at least my son's car is quiet a rare version of the model so im hoping this will show in any pictures.0

So when a vehicle is impounded ( on false plates or otherwise), they will just hand it over for the release fee, you don't need produce a V5, insurance, any form of ID, or pay the tax owing?
If the V5 is still in the son's name then they must have the original V5 and fake ID for him, if they have a fake V5 or a replacement V5 with their own ID the fine would be going to them not the son.
There is some criminal activity going on here, surely the Police should be involved?I want to go back to The Olden Days, when every single thing that I can think of was better.....

I've just got off the phone to the DVLA, terrible people to deal with, all correspondence to be done by mail, got to speak to a lad called Ross who threatened to end the call within about 20 seconds,seems you have to sit and listen and then clear off quickly.
There is no one who will take your call in that place it seems.0 -
Thanks facade I hadn't realised that it might go that far. I've just got off the phone to the police, they will probably come around to check our car over to prove it's the correct one.
I've also wasted an hour trying to talk to the DVLA, there is no one to speak to basically, the lad I managed to get through to talked and then shouted over me as I tried to explain, threatening to end the call, his only advice was to write to them.
My son had a private plate on this car which he removed to put on another car, and was given his old number back to use, I think that's when the rogues got involved.0 -

They may not want to speak to you, but get your local MP involved and they will have no alternative but to speak to him or her! The Police have just called me back, very little they can do, there not coming to check the car over so we just have to sort it out with the DVLA. Great, I'll try the MP next, im not letting it go.0
