hi to every one ..
back last year on 01/06/2014 i was parked in a disabled bay (as i ma disabled ) i had the blue badge on the 2and dash .(. my car is a citroen C8 it has 2 dashboards ) top one every thing slides down and its a pain to get back ..the lower one is were the clocks are so this is were we put the badge . now i cant drive far so i had a life down to Cardiff retail park and parked outside asdas in there disabled bay on returning to the car i seen a guy taken a photo of the front my car about 10 ft away from it . then walking off .then we seen the ticket on the windscreen so i pulled it off opend it and it said no blue badge .. so i called out to the guy who was about 10ft away oi there the blue badge there on the dash ..... he just carried on walking there was no way he would not heard me unless he was deaf .. so i went in to asda and said i just got a ticket with the blue badge in my hand . sorry we dont rent the car park just the shop .. ok i dont know any different .. so i called the company which in NEW GENERATION PARKING MANAGEMENT LTD ..i told them on the phone what went on and i cant remember what was said but it was enough for me to put ticket in the bin and thats the last we heard of the matter ....

untill the 17th Oct this year i get a threatening letter saying i owe £180.00 ad must be paid in 7 days or they are coming to my house ..
i called the debt company and asked what this was for .. ! they said a parking ticket from 2014 . thats it and im i paying it ...! NO ! IM NOT
so i called the popla as they say to deal with these ppl ... said i need a 10 digit code from the appeal iv not had any thing
i have never had any letters from the ticket company from the time i had the ticket to the debt letter
sorry we cant help you you need the 10 digit code
so went to the CITIZEN ADVICE they drafted me a letter to the ticket company and called the debt one to hold off till she done the letter and for me to send it ..
now i have sent 3 emails 1 letter RECORDED next day by 1pm
and they have not got back in touch with me .
to day the 2 Nov 2015 i get another debt letter now wanting £340.00 and if i dont pay in 7 days it goes up another £265.00 and they will be coming to me door ..
so the 1st letter is ..NOTICE OF DEBT ASSIGNMENT
the 2and letter .. is NOTICE OF ENFORCEMENT
i have been told these NGPML ones send out the court papers (N1 ) i think it is to a false address so you dont turn up at court and they get the judge to agree with them as so many was winning the appeals it was costing them money so this is how they do it now ..

SO WHAT CAN I DO
any advice plz ..

the debt company ,, dcbl , please give the full name


1: a debt collection company cannot take you to court
2: they will not come banging on your doors
3: the increase in money is to try to frighten you in paying


please tell use the name of the debt recovery company

Do not call them, whatever you do.
follow the advice above.
Secondly do not contact them by recorded delivery, some Parasitic parking companies wont sign for these, send it standard post and get a free certificate of posting from the post office

Where was the ticket issued, ? ( this will help you get some clear advice on what to do next, who to contact and how to get this thing stopped)
New generation parking are odd bedfellows for ASDA who usualy allow ( not so ) Smart parking to infest their car parks and con their customers.

I'm guessing that this is a retail park with other stores on site

If you want your mind putting at rest ( even though some may have seen these letters countless times) please scan, or photograph the letter(s), then use something like microsoft pain to edit out the details ( such as name/date of issue and so on )

The sum of £340, going up another £265 ( totaling £605) sounds a little high, just what letters/information have you had??

Follow up letter stating you havent paid?
Second follow up letter?
Debt recovery type letters and their follow ups?
Letter before action?
Court papers ( stamped etc etc)


You appear to be overly worried - dont panic, dont worry.

One more thing - the sum you stated that you owe £340+265 sounds suspiciously high ( and somewhat unusual) , unfortunately these forums suffer, from time to time from wind up merchants, and employees of the various parking companies, trying to cause confusion. If you are genuine please give some clear answers

This is starting to sniff a bit like an unsatisfied CCJ following a default judgment.

@ OP - have you previously received court papers on this charge? Have you moved address of late (before or after the parking event) and not notified the DVLA of the change of address for your car (different to notifying them for driving licence purposes)?

hi .. no i sent them the letter and told them i was not driving . as i was not ....
it was outside asdas store with in the marked bay foe disabled ..

All i have had is the ticket on the 1/6/2014 ... then the debt letter on the 17th Oct 2015


lived at this address for 20 odd years we had a credit increase rejected on the 27th Oct this year when they sent us a letter saying they was putting it up on the 27th so some thing has happened.

and yes i am crapping myself as i never had a parking ticket or anything like this before

iv had a look at noodle and cant get the password to be accepted keeps coming up ! not strong enough for them ! some thing like that ..
i had a letter off my bank saying they or if i wanted they put up my credit limit we didn't ask them so we said yes .. and it would take affect on the 27th Oct .. well on the 28th we went in to bank to see why it not gone up as we had the letter saying it been rejected we wanted to know why ...and they said has anything affected your credit rating .. so we said about the ticket and the bank one said well thats it then! its that !

This Wednesday the Supreme Court will be publishing the result of the Parking Eye v Beavis Supreme Court Case. It should have a marked effect of what will be happening to the cowboy private parking companies.
We believe NGPM and others are trying to get as much money in before the result hence the threats your getting.

does any one know about that whats that mean for ppl like me who have got these tickets ..

and half way no i dont work for a parking ticket comp i do have these threats off dcbl ..

looks like dcbl , are becoming the DR+ of the year , they act as debt collectors and enforcement agents , both are completely different , I wonder if yhey are doing a "rossendales" and using the wrong letterhead (accidentally) a link to their "pay your ticket" page http://www.dcbltd.com/pay-online/parking/


is it possible to post one of there letters , remove your name/address and ref number etc
as you are a new user on this forum , you cannot post pics , goto tinipics/photobucket etc , and host your picci , then come back wand enter the link , but changing the http to something like hxxp , someone will edit and post for you


it would be helpful to see this letter , and to see which hat they are using
