It's simple really. If you DON'T send anything then they have to guess at whether they have a strong case, a worrier or a hard nut to crack.

However - I will say it if no-one else will - what I read so far tells me you could be completely massacred in Court and at considerable financial cost to yourself - much higher than any unenforceable invoice you can see off now, using the tried and trusted mse methods.
They work.
Losing in Court means you HAVE to pay much more, with costs.
It's not a choice.
Any failure to do so means you have a CCJ, risk bailiffs and wreck your credit rating for possibly 6 years.
No-one here wants this for you or anyone.

Here's a silly parallel, but you going to Court strikes me as you going along to your driving test, knowing you've watched people driving, so think that's enough.
Maybe you tell the examiner you've come along for your licence and his failing or passing you hardly matters because you're just going to drive about anyway.
Of course that's not a true equivalent, but that's the level of understanding and concern, with similar likelihood of success i.e. near nil, that I'm reading.

why cant the driver be disclosed surely the judge would request this info in court
The reason why the driver should not be identified is explained in the NEWBIES thread. If the NTK from the PPC is not POFA 2012 compliant then the judge does not have the right to know who was driving either.
There are however cases where the driver should be identified (hire/lease cars for example, or a driver who lives overseas) but in your case I don't believe the driver should be identified as it means you throw away a strong appeal point that you may need at a later date.
Please go back and read, then re-read the NEWBIES thread until you start to understand what it means. Make notes of the parts that are relevant to your case. The thread covers many different situations so you need to pick out the bits that fit your case and ignore the bits that are not relevant.
For example, if you are dealing with a PPC that is a BPA member, you pick out the bits pertaining to PoPLA, but if the PPC is an IPC member then PoPLA doesn't apply, so you ignore those bits.I married my cousin. Paul, your starting point is to appeal to the PPC using the template letter in the NEWBIES thread. You MUST do this, and do not miss the appeal deadline.
Use the template EXACTLY as it is ensuring you do not reveal the driver's identity.
If/when the PPC reject it, you have the option of appealing to the IAS or ignoring, but you MUST make the initial appeal to the parking scumpany. This is what is explained in the NEWBIES thread and this is the bit you need to get you head around.
So, appeal to the PPC, then either appeal to IAS or ignore if it is rejected.
