You can't guarantee anything of the sort. You are one of a small group of posters who just can't stand to see posters here actually get a result when you thought they wouldn't.
As a couple of people have already pointed out, purely from self interest, Tesco will want to ensure that the correct form is followed so that they succeed in prosecutions where they are warranted.I can't imagine that's of much interest to you anyway if you're not going to go back.

The amount of times I've heard head office customer service staff call store managers who have staff with good track records who they don't want to lose. The answer is always when nothing can be done"Just tell them they've been retrained".

I tend to agree with you, at least to a point.
Two further points, however:
Firstly, this is a bit different as the way correct procedures were ignored could have a detrimental effect on the companies ability to prosecute genuine cases of shoplifting, if widespread.
Secondly, although I've no doubt that the image these HO staff wish to promote is that 'retraining' means sending the relevant staff on a two day course to make sure they are properly trained, I'm sure, in reality, it's more like this:
Manager: What are you supposed to do if this happens?
Employee: This and this and this.
Manager: So why didn't you do it?
Employee: (looks sheepish) Dunno.
Manager: Well, for ****'s sake, do it properly next time, I've just had head office on the phone about a complaint.
Employee: Right you are, guv.
Retraining complete.
