The problem is that the OP would sue her, get a judgment for her expensive item, she would refuse to hand it over, it would get passed to baliffs meanwhile she would continue to vandalise his and neighbhors vehicles and it may escalate.
The judgement would be cash not an expensive item. When she fails to pay bailiffs would seize assets to sell at auction to pay off the debt.0 -

He wants a quiet resolution to the problem. The perpetrator is not a gang of rowdy youths who can be dealt with by ASBOs, fines, threats of family eviction from their Council homes, etc.
This is an elderly person obviously with mental health problems who needs to be dealt with in an appropriate manner, and the only way to do that is to get the most appropriate people/body on board to help.
The problem won't be resolved by stirring up the sort of publicity that would inevitably rebound on the OP, especially if headline-grabbing local newspapers latch onto the story. He'll end up looking like the bad guy here if he follows some of advice he's receiving.0 -

Sending round a social worker once a week won't stop it. They'll just continue to treat the criminal with kid gloves.

I'm sorry, but what i've seen in the past, some elderly folk turn to "criminal" behaviour because they think they're too old for prosecution.
It's that age old question of what would people do if there was no consequence to their actions and I think there are more than enough post apocalyptic films/movies that really hit that nail on the head, to show just how apparently normal people can turn into monsters when they think the law no longer applies to them.“I may not agree with you, but I will defend to the death your right to make an a** of yourself.”

Note my signature before taking this too seriously, but isn't there some sort of redress that can be taken against the police or CPS?
Their job is to detect, investigate, prevent, deter and take action on crime. How they deal with an offender is very much down to the circumstances and their discretion if the end result is the end of such behaviour from the suspect. In other words, there is no public interest in prosecuting a mentally ill elderly woman who is scared out of her wits and won't do it again. But that principle surely doesn't apply if the same person is demonstrably continuing to commit the same crimes on the same victims after that assessment has been made?0 -

Thanks for all your advice and support.
I have been busy with work and personal stuff but the updates are as follows:
- I contacted local news papers as well as big brand names ones but none has responded to my outcry. Only Development on the Publicity side of the issue is that we have a proposal form BBC to base an episode on one of their shows. The reason I accepted is that I need publicity not so much to put pressure on the authorities but to shame them and to expose the negligence.
- In January, I came back form holiday to find my car with flat front left tyre. The tyre shop took out a screw which I kept. A couple of weeks later, I had another screw lodge on the rear left tyre - funnily enough it was the same size/colour/width screw. I handed both of the screws to the police after reviewing CCTV and seeing my neighbour ducking next to the tyres. Was explained that this is a usual occurance, where you only need to lodge a screw and once you drive off, it lodges itself.
- I had my car keyed twice more in January - both reported to the police.
Now, although a PC got in touch with me with the good news that my neighbour will be relocated due to her health reasons (in the beginning of Jan) I got a letter 3 days ago from the same PC who is the one claiming to be putting pressure on the council and the NHS to deal with it accordingly. In the email he says:I have watched the videos that you provided via the links and I can now see the incidents that you have reported. I do not see the evidence of her damaging your tyres though? Is that the video if her disappearing behind your 4 x4 jeep? In any case none of the videos clearly show her damaging the tyres? She is not seen to have anything in her hands and does not have time and is not seen near your tyres?
I do not see that we could sufficiently accuse her of the damage with the current evidence. We are also still in a situation where the judicial system will not charge her with the incident due to lack of evidence and with the report regarding her mental health.
A follow up email mentiones that the council is changing their minds with regards to the relocation programme launched.
Furthermore, I have been in touch with a Council Representative who was in charge of investigatin the breaches in my neighbours tennancy agreement and was cooperative until a week ago when she abruptly sent a mail stating that her investigation is now over without any findings.
In total the police are holding 7 footages of my neighbour damaging my car but I still get dead ends.
Lastly, it is true that now my neighbour is visited once per week by a nurse but not much details are disclosed with regards to this.0 -

Sadly nobody will do anything about mad nasty people, or people who claim to be mad.
You're on your own I think. My friend found his only solution was to move himself.0
