    Have you contacted the local paper? They would usually be very interested. They would be restricted in what they can say, but it might get more action.

    Probably worth speaking to MIND about the situation. Looks to me if the court do decide to discontinue it, she would still be referred to Social Services etc http://www.mind.org.uk/information-support/legal-rights/mental-health-and-the-police/-

    (doesn't pay for the damage but may stop future issues eventually)

    Can you get your local Councillor on side, rather than writing to the Council. They can often be very useful in bringing pressure to bear when necessary.

    Can you still sue her for damages? The civil system might be different than the criminal

    What on earth would that achieve? The OP would get a judgement against her, she'd refuse to pay and do even more damage. The OP has already stated they just want to get the behaviour stopped.
