I had thought it was because I'm currently on a 3g Mifi. The scheduled task that brings up the icon (according to what I've researched) is in the task scheduler library under \Microsoft\Windows\Setup\gwx and the refreshgwxconfig task there is showing completion code 0x80072EFD which seems to be normally associated with a connectivity issue.
Just did a re check , Now passes with no issues0 -
There is a very good MS site for keeping up to date with news about the Windows 10 deployment, it's at:
http://www.windows10update.com/
From the same site there is a section on How much win 10 will cost:
http://www.windows10update.com/how-much-will-windows-10-cost/
For ease of reference I quote:
For the first 12 months after Windows 10 is released, genuine licensed users on Windows 8.1, Windows 7 and Windows Phone 8.1 can get Windows 10 as a free lifetime software upgrade.
This Offer will not apply to pirated software.
At this point, it’s really not clear what Windows XP, Vista and other users will have to pay.
It’s also not clear what Windows 10 will cost after the one year period.
Stay tuned to this page for more information about how much Windows 10 will cost.0 -

I would expect the majority of Xp users who want to change to W10 to require hardware upgrades.
If I were a Vista user,I would be looking around for a cheap 7/8 licence now. They are out there.I got W8 for around £25 direct from M$.0
